Mission Statement
To preserve and improve the physical, social and economic health of Phoenix neighborhoods, support neighborhood self-reliance and enhance the quality of life for the residents through community-based problem solving, neighborhood-oriented services and public/private cooperation.
Directors Message

The Neighborhood Services Department (NSD) was created to work in partnership with neighborhood residents to preserve and improve the physical, social and economic health of their neighborhoods. Each neighborhood has different needs and faces different challenges. NSD uses a variety of strategies, programs and resources to preserve stable neighborhoods, stabilize transitional ones and give new life to deteriorating neighborhoods.

One of the most common concerns of neighborhood residents throughout Phoenix is blight. The Neighborhood Preservation Ordinance (NPO), which outlines the city's regulations governing property maintenance, is a key resource used to address blighted properties. Neighborhood leaders and city staff conduct training sessions and distribute educational materials on the most common blighting violations found in the NPO. Neighborhood associations and city staff also coordinate neighborhood clean up efforts to directly tackle blight problems in the community. When educational and voluntary community clean up efforts are not sufficient, the NPO can be used in conjunction with the enclosed Code Enforcement Policy as an enforcement tool to address blighting conditions in neighborhoods.
