Community Development Division
 
About the Community Development Division
The Community Development Division plays a critical role in the Department’s mission to preserve and revitalize neighborhoods. It implements the Neighborhood Economic Development and Housing Development/infill programs. The division provides coordination of infrastructure improvements and neighborhood enhancements, land acquisitions, supports West Phoenix Revitalization efforts, and oversight of the Consolidated Planning process. The division also manages foreclosure prevention efforts and the Neighborhood Stabilization Program which promotes home ownership and redevelopment of foreclosed homes.

Housing Development promotes home ownership in targeted neighborhoods. Staff works with developers to build new homes or renovate and resell existing homes. Development assistance might include acquiring and clearing blighted properties, replatting, providing buyer assistance, or making loans or grants for construction. This section also manages the Community Development Block Grant (CDBG) funded Neighborhood Revitalization Open Application and Housing Counseling Requests for Proposals process. The section also oversees foreclosure prevention efforts and the Neighborhood Stabilization Program.

Neighborhood Economic Development undertakes activities that stimulate commercial and retail development, promotes job creation, and strengthens the economic stability of neighborhoods. Technical and/or business assistance is provided to business owners for land assembly, commercial façade improvements, and infrastructure and streetscape enhancements.

Planning and Research coordinates the City’s Consolidated Planning process which provides an assessment of housing and community development needs in the city and contains a strategic plan for addressing those needs with federal funds. Oversight of the Annual Action Plan and its annual performance and evaluation report is provided. The section also oversees the CDBG funded infrastructure and enhancement program as well as other identified capital improvement projects in targeted areas.
