Public / Private Competitive Bid Process
The
city of Phoenix has received national and international recognition
as a well-managed city. One
of the reasons the city won this recognition was the city’s public/private
competitive proposal process.
The city
pioneered the public/private competitive process in 1979 and it
has been used in the 14 service areas indicated below and currently
is in use for refuse collection and solid waste transfer hauling.
City departments and private contractors compete in a public bid
situation to determine who can best provide services to customers.

The development
of the public/private competitive process is a strategic advantage
in the evolving market place of government service delivery. This
process challenges us to find the effective use of competition and
cooperation in the same manner as a private firm.
Since
beginning the process in 1979, the city has saved more than $44.8
million, as detailed in the attached
chart.
