Implementation of a Local Economic Development Center in the City of QuébecProject description
The project consists in identifying with other members of the cluster learning points related to the involvement of the City of Québec in the implemention on its territory of a new national policy for support to local and regional development.
Learning points should relate to:
- actions taken by a new non-profit multi-service outlet to improve economic conditions in the central area of the Québec metropolitan area by providing front line services to actual and potential entrepreneurs: role, mandate, services offered, local action plan, relation with the community, etc
- the process used by the City to attain its goals in matter of economic development through this new organization and to get maximum return on its annual financial participation to it.
Like many other central cities located in mid-size metropolitan areas (appoximately 680 000 inhabitants), the City of Québec is affected by underemployment and must face the challenge of creating good and well adapted jobs for its workingforce. As for now, more than 70 000 new jobs should be added to the existing 320 000 ones in order to bring down the unemployment rate to 4%. By the year 2010, approximately 120 000 jobs shall have been created to maintain the same rate.
To face this challenge, the City shares with most of the influential leaders of the community the will to diversify the regional economy. It also strongly believes in the local economic development approach. Therefore, it is open minded to work with different partners seeking new concepts and innovative ways of implementing them.
As we expressed our expectations about this project in Wiesbaden, we are particularly looking for learning points about the following municipal practices:
- local government's appplication to employment of the four core competencies of strategic management (coordination, culture, change, evaluation/monitoring in a multi stakeholders context)
- best practices in working out a local economic plan
- best practices of networking at different steps of the strategic management process
The project involves the participation of administrators and members of the staff of the newly formed Local Development Center as well as municipal administrators and councillors of the City of Québec. It is also planned to exchange with people involved in the implementation of other LDC's in the the Province.
