Infill Housing Program |
For a townhouse project to qualify for the City Infill Housing Program, the following City of Phoenix regulatory requirements must be addressed:Last Modified on 12/13/2001 10:18:21
- Development projects must meet all "Program" boundary, criteria, and development standards as adopted by the Phoenix City Council and be developed under one of the following options:
Detached Housing:
- A city approved single lot subdivision plat is required.
- Units must be physically detached and comply with applicable building setback requirements as outlined in the adopted building code and zoning ordinances.
Attached Housing (with individual lot sales):
- A city approved subdivision plat showing individual lot sales must be reviewed and approved by the City.
- State condominium plats do not satisfy the subdivision plat requirements for the "Program".
- Comply with all applicable zoning ordinance requirements according to the Phoenix Zoning Ordinance. A development review package will be required, per Section 507 of the Zoning Ordinance. This Development Review package will be reviewed and approved by the Development Services Department and may include, but is not limited to, requiring the developer to address the following issues during the development review process:
Subdivision Issues
- Subdivisions where 10% or more of the lots are equal to or less than 65' wide are subject to Single-Family Design Review (performed by Development Services Department).
- PRD option allows private accessways (with City review and permit) constructed to City Standards (paving, curb, sidewalk on one side)
- Landscape setbacks on perimeter streets (15' average, 10' minimum)
- Perimeter building setbacks adjacent to property line.
- Minimum five percent open space (based on gross area). Active and passive amenities required, minimum 1,000 S.F. turf on bottom of retention basins. Space must be accessible, secure open space.
Traffic Engineering
- Two parking spaces per S.F. du outside of front yard setback.
- Private accessway - 29.16' back-of-curb to back-of-curb unless otherwise approved by city traffic engineer.
- Eight foot public utility easement both sides, sidewalk easement one side.
- 18' driveway - face of vertically opening garage door to back of sidewalk, or back of curb (if no sidewalk) - now in zoning ordinance - requires variance.
Public water and sewer
- Public water and sewer allowed in private street with minimum width of 29.16' back-of-curb.
- If narrower width approved by city traffic engineer, than 20' exclusive water and sewer easement may be allowed if approved by DSD civil engineer.
If any of the City requirements listed in this handout can not be met, the project will not qualify for the Infill Housing Program. The applicant is advised to contact staff in the Business Customer Service Center at (602) 534-2000, if they wish to discuss these requirements and utilize the incentives offered by the "Program".
