Request for Proposal (RFP) for Capital Investment Strategy

The City of Phoenix, Arizona (the "City") through its Housing Department is inviting qualified proposers to submit a written proposal in response to this Request for Proposal ("RFP") for a comprehensive analysis of the Housing Department's assets and to develop a Capital Investment Strategy that will assist the Housing Department in maximizing assisted and affordable housing resources for the community, redevelop existing properties where appropriate and help achieve the Housing Department's long-term financial stability and viability. In order for a proposal to be considered, proposers who respond to this RFP must be able to furnish a combination of all services identified under this RFP.

Proposers shall be prepared to provide services as requested and when requested by the Housing Department following the "Notice to Proceed." It is anticipated that a "Notice to Proceed" will be issued on or about Jan. 30, 2009.

Proposal packets will be available beginning at 8 a.m. MST on Nov. 21, 2008. Packets may be downloaded from the city’s Web site at http://phoenix.gov/business/contract/opportunities/rfp/index.html or picked up at the Housing Department, 251 W. Washington St., fourth floor, Phoenix, AZ 85003. A pre-proposal conference will be held at 9 a.m. MST Dec. 8 in the fourth floor north conference room at 251 W. Washington St. Offerors also may participate in the pre-proposal conference by calling 1-866-482-6958 and entering code #1196596.

Proposals are due Thursday, Dec. 11 2008 at 5 p.m. MST, at the following address: 251 W. Washington St., fourth floor, Phoenix, AZ 85003. Postmarks will not be accepted.
