Who should use the Affirmative Action and Minority, Woman, Disadvantaged, and Small Business Enterprise Listings?

The city of Phoenix provides this Affirmative Action and Minority, Woman, Disadvantaged, and Small Business Enterprise certification information for use by people interested in bidding on city construction contracting or goods and services procurement opportunities.
  • Affirmative Action - Vendors, Suppliers and Contractors wishing to do business with the city and desire to ascertain their Affirmative Action status.
  • Prime Contractors Bidding on city-funded Public Works Contracts – The city routinely establishes goals for the utilization of minority- and woman-owned firms on public works projects estimated to cost more than $50,000. Separate goals are set for minority-owned businesses and woman-owned businesses. Prime contractors bidding on a construction contract with the city should check the specifications to determine if utilization goals apply to the project. The online information contained on this Web site may be used to identify firms that may be eligible to meet the goal(s). WARNING: Care should be taken to ensure that the certification of a MBE or WBE firm that the contractor will list on their bid documents has not expired. The expiration date listed on the firm's record must be equal to or beyond the bid date. A MBE or WBE firm's eligibility may be verified by calling the city of Phoenix Equal Opportunity Department at 602-262-6790 and stating that the information requested is specific to a project that will bid on a specified date.
  • Prime Contractors or Suppliers Bidding on Federally-Funded Contracts - The city establishes goals for the utilization of disadvantaged business enterprise (DBE) firms on contracts that contain funding from the FAA (Federal Aviation Administration), FTA (Federal Transit Administration) or FHWA (Federal Highway Administration). Firms certified by any United States Department of Transportation-recognized certification agency may be used to meet the goals. The city’s DBE Directory contains only those firms that have been granted DBE certification by the city of Phoenix. Additional documentation is required in the bid packet when a bidder proposes utilizing a DBE that is not certified by the city. Please check the project specifications to ensure that all requirements have been met.
  • Small Business Enterprise Goods & General Services Firms Interested in Bidding with the city – The city applies a bid incentive to bids for goods and general services received from firms that have been certified by the city as a small business enterprise.

    The city provides certified SBEs a 5 percent bid incentive on bids of less than $250,000 for eligible goods or general services. This means that a bid by a SBE may be up to 5 percent higher than the low bidder and still be considered the low bid.

    The city provides certified SBEs a 2.5 percent bid incentive on bids between $250,000 and $500,000 for eligible goods or general services. This means that a bid submitted by an SBE may be up to 2.5% higher than the low bidder and still be considered the low bid.

    The city reserves the right to award to bidders other than the low bidder if quality and qualifications are not equitable among bidders.

    Small Business Enterprises should check to ensure that their certification is current and that they are listed in the appropriate directory before submitting their bid or proposal.
