Sec. 35-1. Finding of necessity.

The Council finds that there are slum or blighted areas existing within the corporate limits of the City and that the redevelopment of such area or areas is necessary in the interest of the public health, morals and welfare of the residents of the City.

Sec. 35-2. Creation of Commission; name; composition; appointment and terms of members.

There is hereby created a Slum Clearance and Redevelopment Commission to be hereafter known as the Urban Renewal Commission to consist of five members. The Commissioners who are first appointed pursuant to this chapter shall be designated to serve one for one year, one for two years, one for three years and two for four years each from the date of their appointment, but thereafter Commissioners shall be appointed for a term of office of four years, except that all vacancies shall be filled for the unexpired term.

Sec. 35-3. Powers of Commission.

The Urban Renewal Commission shall have the following powers:

(a) To prepare a plan for the redevelopment of each of the areas within the City that may hereafter be designated by ordinance as being slum or blighted areas and to submit such plan together with any report to the Mayor and Council of the City for its consideration.

(b) To prepare plans and provide reasonable assistance for the relocation of families displaced from a redevelopment project area to the extent essential for acquiring possession of and clearing such area, or parts thereof, to permit the carrying out of any redevelopment projects.

(c) To recommend the personnel needs of the Commission; provided, that the appointment or discharge of all personnel shall be by the City Manager, as required by the Charter of the City, and all such personnel shall be under the classified service of the City and their salaries fixed in the same manner and to the same extent as all other employees of the City.

(d) To contract for such legal and technical services as it requires, subject to the approval of the City Council.

Sec. 35-4. Deposit and disbursement of moneys.

All moneys received by or budgeted for the use of the Urban Renewal Commission shall be deposited with the Treasurer of the City and disbursed as provided by the Charter of the City.
