Approval of March 16, 2006 Minutes:
Motion was made by Bernie Deutsch, seconded by John Hart, to approve the meeting minutes of March 16, 2006 with the above change.

Process & Procedures
Ben Barcon state that this subcommittee did not meet.
Fiscal & Performance
Scott Mardian stated that this submcommittee did not meet. He reported that DSD staff is moving forward with the Rate Analyst Position.
Residential Fire Sprinklers
Mr. Roth stated that they did not meet. He mentioned the letter that Fire Chief Brunacini sent to the Home Builders Association requesting to speak to the association regarding the importance of Residential Fire Sprinklers. Ms. Koffron stated that the Fire Department did receive a response from the Home Builders Association which stated that they were historically opposed to sprinklers and had not changed their minds.
Technical
This subcommittee did not meet.
Project Simple
Bernie Deutsch reported that this subcommittee had their first meeting on Tuesday, April 18th. He stated that they discussed working on cultural changes for Development Services, as well as cultural changes for outside customers.
Electronic Plan Review:
Paul Scott stated that this subcommittee held their first meeting and encourages all DAB members who is interested in electronic plan review to attend. Mr. Scott mentioned that this subcommittee plans on meeting once a month. They are very excited about this new process and are eager review this process.
Update, Discussion, and Possible Action on the Review and Adoption of Section 114, Enforcement of Non_Permitted Construction Code, Administrative Provisions of the Phoenix Building construction Code:
Sam McAllen, Acting Deputy Director-Preservation, NSD, discussed and ordinance Section 114, Enforcement of Non-Permitted Construction of the Phoenix Building Code. This ordinance will accomplish items that City Council requested by transitioning the Inspection Team from Development Services to Neighborhood Services. Their request was to find a way to create a unique building permit for non-submitted compliance cases. This permit would shorten timed frames and would increase the speed associated with the permit.
Discussion continued between Mr. McAllen, the DAB, and Mike Hamblin regarding the penalties and fees of the process.
Motion was made by Herb Hackerand seconded by Ken Roth, , to return Section 114, Enforcement of Non-Permitted Construction Code, Administrative Provisions of the Phoenix Building Construction Code to the DAB Technical Subcommittee for further review.

Update, Discussion, and Possible Action on the city of Phoenix Light Rail Project:
Howard Steere and Karla Nevarate, METRO, gave a brief power point presentation regarding the City of Phoenix Light Rail Project. They distributed brochures for the DAB’s review.
Presentation and Discussion on the Development Services Development Staff Report:
Derek Horn gave a brief power point presentation showing recent performance measures within DSD.
Update and Discussion on Ordinance G-4788, an Ordinance Amending the Phoenix Building Construction Code Pertaining to the Process for Obtaining Permits within the Phoenix Sky Harbor Municipal Airport Zoning Ordinance Map as described in Phoenix City Code Section 4-238; and Declaring an Emergency:
Mr. Horn briefed the DAB on Ordinance G-4788. He stated that Council passed this ordinance on March 29, 2006, which states that no project can be permitted in a certain area without determination of a no hazard by the FAA.
