Barbara Koffron, DAB Chairperson, convened the meeting at 3:10 p.m.

Approval of June 15, 2005 Minutes:
Motion was made by Pete Hemingway seconded by John Hart to approve the meeting minutes of May 19, 2005.
Motion carried unanimously.

Residential Fire Sprinklers
Barbara Koffron stated that the Fire Safety Advisory Board did not meet all of the requirements for the open meeting law and the meeting was cancelled. Discussion will take place on this item at their next meeting.

Technical
Pete Hemingway stated that this subcommittee did not meet. All subcommittee members received the revised recommended changes to the MAG standards and a meeting is scheduled on July 28, 2005.

Update, Discussion, and Possible Action on the Assignment of DAB Subcommittee Chairpersons and Members:
Ms. Koffron stated that there are some DAB members who are not on any DAB Subcommittees. This item has been added to the agenda to determine if any members would be interested in serving on some of the subcommittees.

Mr. Corcoran requested that all of the Board members receive meeting information of all subcommittee meetings in the future.

Presentation on the Development Services Department Staff Report:
Derek Horn gave a brief power point presentation showing recent performance measures within the department.

Discussion and Information on the DSD Public Outreach Seminar focusing on the ICC Code Amendments:
Mr. Horn stated that the Development Services Department is planning a public outreach session on the City Amendments to all of the construction codes. A date has been established which is Wednesday, September 21, 2005. This will be an all day session and it will be held at Civic Plaza.

Mr. Horn mentioned that the seminar will be broken down into sessions:

  • The first session will be in the morning and include a continental breakfast
  • The morning session will cover the Administrative, Energy, and Building Codes
  • Break for lunch
  • The afternoon session will have several breakout groups. One will be devoted to residential codes, another to mechanical, plumbing, electrical, and elevators. One will be devoted more toward the interests of architects and engineers, which will cover performance and accessibility. A breakout session will be devoted to the City of Phoenix processes and pointers that produce a successful project.

    Discussion and Information on Development Services Department Tours for DAB Members:
    Ms. Koffron stated that a tour of the Development Services Department can give DAB members an opportunity to learn the Department functions. The DAB was asked to complete a sheet and give ideas on what they would like the tour to include. The suggestions of the DAB will be reviewed and tours will be scheduled with various Board members.

    Discussion, Information, and Possible action on a Future DAB Retreat:
    Ms. Koffron stated that the DAB has held retreats in the past. She stated that retreats give new Board members a good opportunity to meet everyone and discuss issues. During retreats ideas are generated on the direction the Board can go and issues the Board can address in the future.

    It was suggested that a regular DAB meeting is cancelled in the month of September 2005 and the retreat is held on Thursday, September 22, 2005. Most members concurred that Thursday, September 29, 2005 would fit better in their schedules. Staff and the chair will work together to establish the best date and time for a retreat.

    Discussion and Information on the City of Phoenix Census:
    Bridget Schwartz-Manrock, City Manger’s Office, stated that her department is in charge of Public Awareness campaign that promotes the Census survey for the Valley that takes place this September. A census is usually done every four years and the Federal Government pays for it. In this case, the City of Phoenix has decided to conduct their own census and the City is paying the Federal Government to do this.

    Ms. Schwartz-Manrock stated that their mission is to raise awareness. They have promotional materials. She asked if anyone on the DAB knows of any groups that her department should inform of the census to let her know. On August 30, 2005, a survey will be mailed to one in twenty homes in the Phoenix area. It is critical that everyone who receives a survey completes and returns it for an accurate count. Mr. Manock stated that each person counted equals $430 of revenue per year to the City of Phoenix.

    Presentation and Discussion on the Development of the Downtown Area in the City of Phoenix:
    Sheryl Sculley, Assistant City Manager, presented a power point presentation on the Development of the Downtown area in the City of Phoenix.
    Her presentation highlighted:

  • The rapid growth of residential development in the Phoenix downtown area
  • The new Civic Plaza Construction
  • Construction of a 1,000 room Sheraton Hotel
  • The implementation of Light Rail
  • A bio-medical center that will house the Colleges of Medicine and Pharmacy from the University of Tucson
  • The expansion of both the Maricopa Community College District that is already in the downtown area along with the Arizona State University campus

    Discussion Regarding Future DAB Agenda Items:

    None

    MOTION was made by Carlo Gegen, seconded by Paul Scott, to adjourn the July 21, 2005 meeting.
