CALL TO ORDER
Patricia Thornham, DAB Vice-Chairperson, convened the meeting at 3:04 p.m.

Approval of February 16, 2006 Minutes:
Barbara Koffron stated that on page 3, paragraph 2, the work "indiscretion" should be "discretion".

Motion was made by Greg Russell, seconded by Danny Ortega, to approve the meeting minutes of January 19, 2006 with the above change.
Motion carried unanimously.

SUBCOMMITTEE REPORTS:
Process & Procedures

Derek Horn stated that the subcommittee addressed an expedited site process plan. This process focuses on small site plans that can be done by the minor commercial teams or the counter staff.

The subcommittee also discussed SRP Fee Titles. Merry Schierhorst presented additional information on this process.

Fiscal & Performance
Scott Mardian stated that they met and reported that DSD staff is developing a report on time and materials bases for a flat fee system in the department. The subcommittee will support this report.

Residential Fire Sprinklers
This subcommittee did not meet. Ms. Thornham brought attention to a letter submitted from Fire Chief, Alan Brunacini, addressed to Ms. Connie Wilhelm, Home Builders Association of Central Arizona, that requests a meeting with them to address the topic of residential sprinklers and incentives for the builder/developer.

Technical
Pete Hemingway reported that they did not meet.

Project Simple
Bernie Deutsch stated that Larry Litchfield, Barbara Koffron, and he met to discuss the agenda for the first subcommittee meeting to be held on Wednesday, April 12, 2006 at 9:00 a.m.

Discussion, Information, and Possible action on the DSD Fee Study Recommendation:
Cindy Stotler gave a brief summary of the final recommendation DSD received from Muni-Financial, who was the consultant that was hired to review the DSD fee schedule.

In 1987 DSD was combined with other departments as a one-stop department. During that time, all departments’ fee schedules were combined. Since then, no comprehensive fee study has not been done. DSD would like to do a comprehensive fee study review and at the same time recalculate the fees and start a new basis for the fees to make it more user friendly for staff and the customers.

Ms. Stotler reviewed the DSD Fee Study Recommendations information that she distributed to the DAB.

Motionwas made by Herman Orcuttand by Ken Roth, to review the fee study based on the recommendations of Cindy Stotler and Muni-Financial.

Presentation and Discussion on the Development Services Department Staff Report,
Derek Horn gave a brief power point presentation showing recent performance measures within DSD.

Update, Discussion, and Possible Action on the Transition of the Non-Permitted Construction Enforcement Team to the Neighborhood Services Department:
Erynn Crowley, Deputy Director - Preservation, NSD, briefed the DAB on the transition of the Civil Citation Team (CITA) to the Neighborhood Services Department in order to provide leadership and direction on the code enforcement process. Ms. Crowley stated that because of the increase of code enforcement that has come into NSD, inspection issues have been crossing the line. They have either a zoning component or a property maintenance component as well as a building or construction code issue.

Ms. Crowley stated that because of the similarity of issues that the public was calling about, a proposal was developed and approved by Council to include the experts with code knowledge from Development Services and add them into the Neighborhood Services workload.

Beginning on August 1, 2005, a team of 9 staff from DSD joined NSD to enforce city codes to the public when called out to a site.

Update, Discussion, and Possible Action on the Development Services Department Electronic Plan Review Process:
Larry Litchfield, DSD Assistant Director, addressed the DAB and explained the focus of the Electronic Plan Review. He stated that the purpose of Electronic Plan Review Process is to get rid of the paper and reduce the number of customer visits it takes to get a permit.

Some of the highlights using this new process include:

  • Pay for fees on-line
  • Print permits on-line
  • Receive correction on-line

    Mr. Litchfield explained the steps to the process, which include:

  • Web Site Portal
    Will enable customers to submit plans via the internet, receive notifications of plan status, and pay plan review fees without having to come to DSD.

  • Electronic Plot Plan Pilot
    DSD is piloting the electronic plot plan process with Pulte Homes. They volunteered to work with DSD in this program in anticipation of establishing a paperless process.

  • Electronic Job Files
    DSD has started a pilot project to accept job files on a disc.

  • Plans Submittal Criteria
    DSD is planning to use DWF file format by Autodesk for submittal and review. EPLAN customers will submit projects on a single, multi-page DWF file, which may contain one sheet or multiple sheets.

  • Plan Review – Electronically?
    A pilot program has begun exploring different methods of reviewing plans electronically. DSD is testing this process.

  • Standard Plan Review Notes
    DSD Management Services staff is currently working with DSD plan review staff to collect and standardize the most frequently used correction notes. Once categorized, the review will select the note from a menu and drag and drop on to the relevant plan page/section. This is a great time saver.

    Mr. Litchfield mentioned that DSD has almost completed the process of converting all paper maps to electronic maps. This saves space in the department along with allowing viewing for multiple users to view maps simultaneously.

    Update, Discussion, and Possible action on the Development Services Department Forum:
    Mr. Litchfield gave a brief summary on the Development Services Department Forum, which was held on March 14, 2006 at the AIA Building on 3rd Avenue and Washington. Seven hundred to one thousand flyers were sent out announcing this forum and only eight people attended. This was not a good turn out.

    Mr. Litchfield announced that there would be another forum on Tuesday, May 9, 2006 at the same location and asked the DAB pass the word along for better attendance. He stated that the purpose of the forum to allow a conversation between the public and Development Services staff to take place regarding improvements for DSD.

    Discussion Regarding Future DAB Agenda Items:
    Herb Hacker would like to hear about what policies and or programs does the City of Phoenix has in place to address the issue of uncompleted streets on very old subdivisions.
