Approval of October 21, 2004 Minutes:
Motion was made by Barbara Koffron, seconded by Ken Roth, to approve the meeting minutes of October 21, 2004. Motion carried unanimously.

DISCUSSION OF SUBCOMMITTEE REPORTS:
Process and Procedures Subcommittee:
Ben stated that the subcommittee met on November 12, 2004. Derek Horn, DSD Deputy Director, gave a brief presentation on the Single Submittal Review Process. Mr. Barcon stated that approximately 40 projects have been submitted under this program with some success. He believes that the program is not working they way the subcommittee had thought. The subcommittee would like to leave this issue open until further discussion with some of the Board members and DSD staff.
They discussed the electronic filing of drawings for plan review. This process will require IT support, software support, additional manpower, and training. They also discussed rolled curbs versus vertical curbs in residential subdivision. Progress has been made on this issue.
Mr. Barcon stated that they also discussed the processing of water meters. This issue has been reviewed for over a year and progress has been made in this area as well. A pilot program will be started with one subdivision and the subcommittee will report back to the DAB the on the progress of this program.

DAB By-Laws/Mission Statement
Patricia Thornham stated that this item sould be discussed under item #7
Discussion/Information/Possible Action On the Development Services Department Staff Report on Plan Review Performance and Productivity:
Derek Horn, DSD Deputy Director, gave a brief power point presentation on the residential plan review performance and productivity in the Development Services Department over the last few months. Mr. Horn also went over the commercial plan review types and descriptions. He suggested that a meeting be scheduled with the Chair and Vice Chair to discuss what information is important to the DAB to prepare a presentation for them.
Mr. Barcon stated that he would like to see what the work breakout is between residential and commercial. How many man-hours are spent working on each one? Mr. Barcon stated that to his knowledge it’s about six weeks out to receive a preliminary site plan review, which in his opinion, seems like a very long time. He asked if data can be put together to support some of the time frames.
It was concluded that a meeting be scheduled to discuss these issues.
Discussion/Information/Possible Action on the Financial Report for the Development Services Department:
Marie Grachus gave a power point presentation on the financial status of the Development Services Department for the last fiscal year.
Discussion/Information/Possible Action on the Code Adoption Process:
Mr. Horn stated that Development Services has used the philosophy of code adoption, rather than code development, as a method of reviewing and accepting proposed amendments. He wanted to thank the staff that has been meeting regularly and was proud to announce that the staff review of all DSD generated and public amendment proposals are complete.
Mr. Horn thanked Pete Hemingway and the DAB Technical Subcommittee for meeting regularly. The subcommittee meetings are held every Friday with the goal of completing review of the proposed new code and amendments by mid December 2004. He stated that three codes have been approved and later in this meeting the Technical Sub-committee will have additional codes to recommend that the DAB move on Step 4, which is the public hearing to be held in January 2005.
Discussion/Information/Possible Action on Proposed By-Laws and Mission Statement Changes:
Ms. Patricia Thornham stated that the DAB By-Laws and DAB Mission statement has been submitted with a couple of editorial changes submitted by staff.
MOTION was made by Patricia Thornham, seconded by Carlo Gegen to approve the DAB By-Laws and DAB Mission Statement for the Development Advisory Board. Motion carried unanimously.
Discussion/Update/Possible Action: Recommendations of Technical Subcommittee to move the following Construction Codes to Step 4 of the Code Adoption Process which is a Public Hearing Scheduled for the January 2005 Meeting of DAB. Codes included are:
Mr. Larry Litchfield stated that the DAB Technical Subcommittee has met three consecutive times since the October DAB meeting. They have reviewed a lot of information in a very short period of time. He stated that the staff review is completed with all the codes and will be presenting the information to the subcommittee at their next meeting on November 19, 2004.
Mr. Litchfield stated that there are five codes that this subcommittee requests be moved forward to Step 4 and presented at the public hearing on January 20, 2005. He reminded the DAB that three elevator codes have already been approved at their October 2004 DAB meeting.
MOTION was made by Paul Scott, seconded by Carlo Gegen, to forward the five codes, as discussed, to Step 4 of the Five-Step Process. Motion carried unanimously
Discussion/Update/Possible Action on a Presentation on the Commercial Aspects of Energy Code:
Mr. Kenny Landbaugum, National Organization for the Energy Code, gave a power point presentation regarding the Energy Code. He stated that he didn’t believe Phoenix ever had an Energy Code. There are energy codes for federal, state, and city buildings but not private commercial buildings.
Mr. Landbaugum stated that the International Energy Conservation Code covers air leakage, vapor retarders, documentation materials and equipment, duct installation, duct construction, temperature controls, piping, swimming pools, electrical sub meters, and hot water systems for the residential construction. There are three energy codes for the commercial construction that are important as well. He continued with the power point presentation and explained in detail the requirements of the Energy Code.
Mr. Barcon asked how much more in cost this will add to the development of commercial offices. Mr. Landbaugum stated that consultant review charges of $1,500 to $2,000 for California projects, for a 5,000 square foot building, are typical. He continued to say that builders send him the plans and he then does lighting counts, envelope counts, and all the other documentation. The larger the square footage on the project, the more he charges.
Mr. Orcutt asked Mr. Landbaugum to return to Phoenix and be available for questions at the DAB January 20, 2005 meeting. He agreed.
Discussion/Update/Possible Action on the Gas Breaker/Automatic Gas Shut-off Safety Valve Equipment:
Tom Wandrie, Building Official, made a brief presentation on the Gas Breaker/Automatic Gas Shut-off Safety Valve Equipment. This presentation was an item that was continued from the October DAB meeting. Mr. Wandrie researched and presented the installation costs to the DAB. He explained that the purpose of developing an ordinance is not to prevent the public from installing seismic valves but to make sure that if a seismic valve is installed excess flow valves are still necessary. A breakdown of the costs is below:

Mr. Wandrie mentioned that he checked with MAG (Maricopa Association of Governments) about jurisdictions that use these valves. Currently there are no jurisdictions in the valley that have mandated this. He did check with the suppliers and they informed him that it is being mandated in some jurisdictions in California and Texas.
He stated that this is an excellent device to install. If a gas line breaks the gas will shut off rather than accumulate in an enclosed environment, which could cause an explosion. This is a safety hazard for the occupants, as well as the emergency response team who assist in search and rescue. Mr. Wandrie stated that he spoke with the Building Officials at MAG and they all concurred that this was an excellent device to install. It is relatively inexpensive for the benefits that it could provide.
Mr. Rus Brock, Homebuilders Association, stated that he would like to get this information out to the industry to receive comments on this device. He would also like to meet with Southwest Gas staff and see what their thoughts are on this and gather additional information. Ms. Koffron stated that this was a reasonable request.
Mr. Barcon suggested that this item be passed on to the DAB Process and Procedures Subcommittee for further discussion.
