Civil Plan Review Process

Civil plan review includes plans associated with the preparation of land for construction, on-site/off-site improvements, and water and sewer line installation. These plans may include, but are not limited to, grading and drainage, landscape, hillside, water line, sewer line, fire line, paving, and concrete plans. If site plan approval is needed for a project, preliminary site plan approval must be obtained before civil plans may be submitted (unless other agreements are made with the team leader). Final site approval may be needed for minor projects.

The following outlines the process for civil plan review:

  1. The customer submits required civil plans to the central log-in counter. Submittal includes the Site Development Civil Engineering Services Submittal Form1. If the submittal is incomplete, the customer is directed to make corrections and return after deficiencies are addressed. If the submittal is acceptable, review fees are collected.

  2. Staff reviews the plans for compliance with the site plan, project conditions of approval, required civil plan checklist, and all applicable codes and ordinances. If corrections are required, staff will contact the customer to pick up plans at the plan pick-up counter to make corrections and re-submit the plans to Central Log-in for another review. Once approved, staff will create the appropriate permit(s) and contact the customer to pick up plans and pay for permit(s).

  3. If off-site work is included in the project, the customer must post any required assurances (bonds)1 before permits may be obtained. Staff will verify contractor licensing and insurance, and any outstanding fees or conditions of approval. If acceptable, the permit(s) will be issued.
