Manages daily operations for residential plan review and inspections, civil/site inspections, planned community development team review process, and traffic engineering functions. Duties also include interacting with various customer groups, other city departments, city council, mayor's, and city manager's offices. Additionally, coordination of policy between city departments, and the presentation of technical, administrative and policy issues in public settings are also key functions.

The Office of Customer Advocacy provides case management and development assistance for business customers new to the land development and permit process. The office focuses on existing commercial buildings, historic structures, the conversion of residential to business use and strip mall revitalization.

The Information Systems Section manages the department's automated business systems, Internet sites and applications, Interactive Voice Response System (IVRS) and Geographic Information System (GIS).

The Building Official is responsible for clarifying and enforcing the Phoenix Building Construction Code. This includes interpretations, adoptions, and enforcement of rules and supplemental regulations to the application of its provisions.
