Development Center

The second floor Development Center (See map) provides a multitude of services for customers with commercial, fire, site, civil, water/sewer, sign and residential development needs. The primary role of development center staff members is to assist customers at the 11 customer service counters by providing basic information about the development process, plan submittals, development-related codes/ordinances and to issue permits.

Counter 1
(Cashiering)

This is the fee collection counter for all DSD's permit and plan review payments.

Counter 2
(Specialized Customer Assistance)

This counter offers special assistance for the first-time, infrequent and Spanish-speaking customers.

Counter 3
(Sign Services)

This counter reviews sign plans and issues sign permits. This includes all commercial and residential advertising on private property, such as ground and wall signs, billboards, banners, special event signs, grand opening signage, and comprehensive sign packages. They also receive variance and use permit applications related to signs.

Counter 4
(Residential Permitting)

This counter serves customers who require building information or permits for single family and duplex residential properties, including associated structures and swimming pools.

Counter 5
(Commercial Plans Screening)

Commercial building plans are screened here in order to clear them for log-in and determine the eligibility of the projects for Permits by Appointment (PBA) or Permit by Inspection (PBI). Staff members at this counter also provide consultations for building code questions and issue over-the-counter permits.

Counter 6
(Site Planning)

This area provides information on requirements and procedures regarding development of property with a focus on commercial projects, zoning, design review and infrastructure needs. Staff members here also screen minor site plans and determine single-lot grading and drainage requirements. Additionally, staff members review and process abandonments, lot divisions, simple plats and dedications.

Counter 7
(Addressing)

Counter 7 staff members assign addresses required for permits in coordination with the city clerk and county assessor’s offices.

Counter 8
(Civil Permit/Water Services)

At counter 8, staff members provide water/sewer information, sell water/sewer services, issue civil permits, and process bonding for construction in the right-of-way.

Counter 9
(Central Log-In)

Central Log-In was created as the single point for submittal of commercial building, site, and civil construction plans. The staff members in this area screen plans for minimum requirements, enter plan submittal information into the KIVA system, collect plan review payments and route plans. Plans for fire department permits are also submitted here.

Counter 10
(Information Desk)

This is the first stop for most customers visiting DSD. Here they can determine which counter can assist with their project as well as receive brochures and permitting information.

Counter 11
(Plan Pick-Up)

The plan pick-up window provides one place for customers to receive corrections to commercial building, civil, site and landscape plans. Counter 11 staff members also relay plan review status to customers.

Record Center

Serves the public and internal city staff members managing active files for site planning, civil engineering, building safety, hillside and lot split/combines.
