Security Bars
Are your safety measures putting you in danger?

Crime has become a major concern for many Americans. To protect ourselves and our families, many of us are installing security bars on windows and doors. Unfortunately the devices we use to keep us safe may actually be putting us in danger.
In case of a fire or other emergency, we must be able to escape from our homes. Because of this, building codes require security bars to have quick-release devices. These devices operate from the inside and allow the bars to be opened if an emergency escape is necessary. |
Here are a few of the frequently asked questions and answers concerning security bars and requirements in the City of Phoenix Construction Code.
DO I NEED A PERMIT TO INSTALL SECURITY BARS?
Yes. If you are installing or changing security bars, rolling shutters, or any device that limits exiting from your home, you must have a permit and use a licensed contractor. For information about obtaining a permit call the DSD Development Assistance Center (DAC) at 602-262-7888.
WHAT ARE THE CITY OF PHOENIX REQUIREMENTS?

The City of Phoenix Construction Code requires that bars, grills, grates or
similar devices can be installed on windows and doors needed for emergency escape
only under the following conditions.

- The devices must be equipped with approved release mechanisms that can be opened from the inside without the use of a key or special knowledge or effort.
- The building must be equipped with smoke detectors.
ARE THERE RELEASE DEVICES THAT MY FAMILY MEMBERS CAN OPERATE?
Manufacturers and installers of security bars offer several options for homeowners to protect themselves from crime and yet remain safe during a fire. Options can include handle or push button devices. You can choose the best solution for your family’s needs.
THE BARS ON MY HOUSE HAVE NO RELEASE DEVICES BUT HAVE BEEN THERE FOR YEARS. ARE THEY GRANDFATHERED?
It has always been illegal and unsafe to put fixed or locked bars across exit
doors or windows. There is no 'grandfathering' for unsafe situations. Contact

EMERGENCY SAFETY TIPS
- Install smoke detectors on every level of your home.
- Replace smoke detector batteries at least once a year.
- Make a family escape plan with two exits out of every room. If one exit is blocked by fire or smoke, you will need a second way out.
- Choose a special meeting place outside the home to make sure everyone has gotten out safely.
- Make sure everyone in the family understands how to open locked or barred doors and windows.
- Practice your escape plan with the entire family.
- NEVER go back into a burning building to retrieve belongings.
