Planning (Zoning) Department

200 W. Washington St., 2nd Floor
Phoenix, AZ 85003-1611
Phone: (602) 262-7131
Before you purchase property or sign a lease, we encourage you to contact the Planning Department to ensure that your intended use is allowed at a specific site. It is preferable to find a property with suitable zoning for your intended use since a zoning change can be a lengthy and costly process.

Proper zoning is necessary, but it is only one of the issues involved. Additional on- or off-site improvements such as parking, paving, landscaping and screening may be required when you open a business, build or alter existing structures, or change the use of the building or land. These issues will be reviewed by the Development Services Department as part of the permitting process.

Home-Based Businesses
If you are operating a business from your home, the city of Phoenix requests that you comply with the Home Occupation Standards administered by the Planning Department. For a summary of the Home Occupation Standards or a definition of the ordinance, contact the city of Phoenix Planning Department at (602) 262-7131.
