The City has partnered with a mortgage company to offer discounts on mortgage financing as well as home products and services for employees who buy a new home or refinance their present home within Phoenix city limits.

SelectCare Life Insurances

All benefit eligible employees are automatically enrolled in basic life, basic accidental death and dismemberment, and occupational accidental death and dismemberment insurance on their first day of employment. The amount of coverage depends upon the employee's classification.

The City also provides a $200,000 commuter accidental death and dismemberment policy to cover benefit eligible employees and eligible part-time employees. Coverage is provided for an accident that occurs while the employee is commuting directly between home and the City's premises where the employee normally works.

The City pays the premium for these coverages.

Voluntary Supplemental Life Insurance

Eligible employees also may enroll in an optional life insurance program. Employees may purchase additional amounts of coverage on themselves, their spouse or qualified domestic partner, and their dependent child(ren). An employee may apply for as much as $250,000; a spouse or qualified domestic partner can request as much as $100,000, and dependent children can be covered up to $10,000.

Pre-Tax Benefits

An employee's deductions for medical and dental premiums, flexible spending accounts, and the City retirement plan are all taken on a pre-tax basis. This means that before federal, state, and Social Security taxes are calculated and deducted from an employee's pay, these deductions are used/taken to reduce gross pay and thereby reduce taxes.

SelectCare® Medical Insurance

Medical insurance coverage is available to all benefit eligible employees and their eligible dependents. The City shares the cost with the employee.

SelectCare® Dental Insurance

Two dental plans are provided at no cost to dental eligible employees. The City shares the cost of family coverage with the employee. Eligible employees can choose between a prepaid dental plan and an indemnity/PPO dental plan.

Flexible Spending Accounts (Flexrap)

The City of Phoenix flexible spending accounts allow eligible employees to pay for out-of-pocket health care and dependent care expenses with pre-tax dollars. By lowering the taxable income, employees pay less taxes and have more money to spend. A one-time dependent care subsidy is available to employees based on annual income. Employees must apply for the subsidy during the Fall open enrollment.

Deferred Compensation Program

The City provides eligible employees with two investment options designed to supplement income at retirement. These program allow an employee to defer income from peak earning years to provide additional income upon retirement. The City offers a 457 plan that has numerous investment options, is voluntary, and allows enrollment or changes on an ongoing basis. The second, a 401a, has more restrictions for participation, but has higher contribution limits. For full-time and job-share employees, the City contributes a percentage of salary to DCP.

Long Term Disability

Long term disability coverage provides income protection of 66 2/3 percent of an employee's monthly base salary after 90 calendar days of approved disability. An employee must be employed for 12 consecutive months in order to qualify for this benefit. The City of Phoenix pays 100 percent of the premium.

City of Phoenix Employees' Retirement Plan

All general city full-time regular employees belong to the City of Phoenix Employee Retirement System. Employees contribute five percent of total wages.

Sick leave

Sick leave accumulates at a rate of 10 hours per month for regular full-time employees with unlimited accumulation. The hours accumulated can be used as a short-term disability policy.

Paid vacation and personal leave

Full-time employees with at least six months of service are entitled to as much as three days of personal leave a year. In addition, employees accrue annual vacation leave at a rate of 8 - 15 hours per month, depending on length of service.

Prepaid Legal Plan

This plan provides employees and their families access to legal representation at an affordable price. While not all legal services are covered, coverage provided does include wills, powers of attorney, living wills, trusts, and other legal services.

Leave policies for family issues

City employees may take up to 12 weeks of unpaid leave upon the birth/adoption of a child, or to care for a seriously ill immediate family member, or an employee's own serious health condition. Employees also are able to use from one hour to a maximum of five days of sick leave to attend to a medical emergency of a member of their immediate family.

The City offers a variety of programs that may provide solutions to an employee's family concerns. This program is made up of several components:

The Copper Sun Child Development Center, located one block north of City Hall, offers quality child development services to infants through 5 years of age. These services are offered to City employees at a discount. Click here for current rates.

Employee Assistance Program

When concerns become overwhelming and affect personal happiness, family relations, performance at work, and even health, professional help is needed.

The Employee Assistance Program offers counseling, education, and referral services for employees and their eligible family members. The EAP's internal and external counselors provide free, professional counseling services that are strictly confidential.
