The first step on the road to a City of Phoenix career is to apply and test for a City job. Every week the Personnel Department opens new recruitments for different jobs, which may have different recruitment time-frames. Employment applications for these jobs are available during recruitment periods only.

How Will I Know If A Job Is Open For Recruitment?

The surest way to find out which jobs are open for recruitment is by calling the City's 24- hour job line at (602) 534-JOBS (534-5627). The job line lists all jobs currently being recruited and is updated late each Friday afternoon. Because the job line is accessible seven days a week, we encourage you to call on weekends to find out the jobs that are open for recruitment the following week. Individual Employment Opportunities are posted each Monday morning in the Personnel Department's Application Office at 135 North 2nd Avenue. Information regarding Police Recruit and Firefighter Recruit is also on the job line.

How Do I File An Employment Application?

Applications are available only during the posted recruitment period. A separate application is needed for each position for which you apply. Applications are available the following ways:

ezAPP application: To electronically submit an application, under "Current Job Listings," click on the job category and then the job title in which you are interested. If the recruitment process will accept an ezAPP application, a gray bar that reads, "To apply on-line for (job title) CLICK HERE!" will be provided immediately following the description for that job.

Note: ezAPP has a 40-minute time limit per application. Therefore, when completing an ezAPP application, we recommend creating your cover letter and resume in a word processing program first, and then cutting and pasting the documents into the ezAPP text boxes.

Download application: To download an employment application and, if applicable, related documents, under "Current Job Listings," click on the job category and then the job title in which you are interested. If the recruitment process permits applicants to download applications, information on how to download the application and any related documents will be provided immediately following the description for that job.

Note: If you are having trouble downloading an application, call the City Clerk Department Help Desk at (602) 534-4357. Currently, this download is available in Word 97 and was last updated on February 1, 2002.

In person: Pick up applications at the City of Phoenix Personnel Department, Application Office, 135 N. Second Avenue, Phoenix. Office hours are 7 a.m. to 5 p.m. Monday, and 8 a.m. to 5 p.m. Tuesday through Friday (except City holidays).

By mail: Call (602) 262-6277 to request an application by mail.

Applicants should pay close attention to the open and close dates of each job, residency requirement, and whether the job is open to the public or current City employees only.

Completed application materials must be received in the Application Office or the drop box that is located in front of the Personnel Building by 8:00 a.m. on the first business day following the published close date.

If the application materials include a test notice or if applicants are issued a test notice via e-mail, applicants must bring the completed application and test notice to the test site.

If you have a disability and need reasonable accommodation in the application and/or testing process, please complete a Reasonable Accommodation Request form. Forms are available in, and should be returned to, the Application Office.

It is a good idea to keep the Employment Opportunity and a copy of the application materials you submit to assist you in preparing for any test and/or interview that may be required. Please be aware, however, that applications and attachments become City of Phoenix property when placed in the drop box or received by the Application Office. Once submitted, no information can be added or modified, and copies cannot be made.

If I Want To Apply For More Than One Job, Do I Have To File More Than One Application?

Yes. A separate employment application is required for each job. However, you may apply for as many jobs as you wish.

Must I Live Within The City Boundaries To Apply For A Job With The City Of Phoenix?

No. However, for some jobs, applications are accepted only from individuals who are residents of Maricopa County or the state of Arizona at the time of application. For most jobs, individuals hired by the City must become residents of Maricopa County within 24 months after the date of hire. In some instances, individuals hired by the City must become residents of the City of Phoenix within 24 months after the date of hire. The appropriate residency must be maintained while employed by the City.

How Do I Find Out About The Job Duties, Requirements, And Type Of Exam?

Each job for which we are recruiting has an Employment Opportunity. The Employment Opportunity is an excellent source of information that lists the salary, duties of the job, the requirements necessary to qualify for the exam, the type of exam to be given, general test content (if applicable), special requirements, and the date by which applications must be submitted.

A job's education and experience requirements are stated on the Employment Opportunity. Read the requirements carefully. The job may require certain education and/or experience, a license and/or certification, and knowledge and/or ability in specific areas. This information is helpful in determining if you meet the requirements of the job. For most jobs, a more detailed description is available at our web site under Job Descriptions and Pay Ranges. When in doubt, it is best to submit your application and the Personnel Department will determine whether or not you meet the requirements.

Some recruitments are subject to closing without notice. In these cases, your application should be completed and returned promptly. Interviews may be conducted by the hiring supervisor while a recruitment is in progress. If applications are received after the vacancy has been filled, the applications will still be evaluated and successful applicants will be posted to the eligible list so that they can be considered for any future vacancies.

How Does The Personnel Department Determine If I Qualify For This Job?

Generally, the Personnel Analyst assigned to the recruitment reviews applications for two reasons - 1) to determine if a candidate's education and experience makes him/her eligible to take the written and/or demonstration exam, or 2) to evaluate a candidate's education and experience and determine if he/she is qualified to do the job. In either case, it is very important that you complete the application materials thoroughly.

Your qualifications will be evaluated based on the information you provide on the application and supplements. Therefore, be sure to include paid and voluntary work experience. Also include other information that is relevant to the job, such as, licenses, professional affiliations, classes you have taken, training you have received, and all other special qualifications. If you need more space to adequately describe your experience, Supplement to Application forms are available from the Application Office. A resume may be attached in lieu of completing the Describe Your Work section on the second page of the Application for Employment.

Frequently, we use resume and cover letter evaluations to allow you to explain specific experience or qualifications in greater detail. This allows you to elaborate on your previous experience/training and key responsibilities in areas of particular relevance to the job.

Resumes and cover letters are usually evaluated by the Personnel Analyst assigned to the recruitment and reviewed by subject matter experts from various City of Phoenix departments. Be aware that qualifications above the minimum requirements may be necessary to enable your placement on the eligible list.

Because the City of Phoenix usually receives a large number of applications for each recruitment, the evaluation process can take several weeks. Please be patient. We want to give each application the consideration it deserves.

Do All Applicants Take An Exam?

Yes. If you meet the minimum requirements of the job, and a written or demonstration exam is required, you will be scheduled to take the exam. For many exams, you will receive your test notice when you receive your application. However, if you don't receive your test notice when you receive your application, you will be notified by mail of the date, time, and location of the exam, usually within two weeks. If you are submitting an application that requires a resume and cover letter, the resume and cover letter are considered the actual test, and will be evaluated based on qualifications.

What Kind Of Exam Will I Have To Take?

The type of exam that you will be given is stated on the Employment Opportunity. Exams are developed based on actual job duties. Depending on the knowledge, skills, and abilities required for the job, the exam may consist of written tests, demonstration tests, oral board interviews, assessment centers, and/or evaluation of your training and experience on the application and/or resume and cover letter.

How Do I Prepare For The Exam? What Do I Study?

All City of Phoenix tests are job related and designed to test the knowledge, skills and abilities required to do the essential functions of the job. Read the job duties and general test content on the Employment Opportunity, and then study the material that you feel directly or indirectly relates to the required knowledge, skills, and abilities. For example, if two of the requirements for a job are performing mathematical calculations and interpreting regulations, some of the exam questions will probably cover math and reading comprehension.

What Happens After I Take The Exam?

You will be notified by mail of the exam results. The City is looking for the highest qualified applicants. Pass/fail determinations and the final score will be based on the distribution of scores resulting from the evaluation/exam. The cutoff point also will be influenced by the number and quality of applicants, amount of turnover, number of vacancies expected, and total number of positions authorized.

If you are notified that you were not successful in passing the exam or that you are not among the highest qualified candidates, don't be discouraged. City of Phoenix selection processes are very competitive. You are encouraged to apply again the next time this job opens for recruitment.

If you pass the evaluation/exam, your name is placed on the eligible list in score order. All names may then be referred to City departments as vacancies occur. Be aware that hiring supervisors are not required to interview candidates in score order, nor are they required to interview all candidates.

Each hiring supervisor reviews application materials to determine the best candidates for his/her vacancy, then schedules selection interviews. The hiring department can select any applicant on the eligible list whom they believe is the best qualified for the vacancy.

Can I Review The Exam That I Took?

Yes. Below are the tests you may review:

Minimum Qualifications (MQ) Screening

If you are not invited to take a written test, you may discuss your results with the Personnel Analyst assigned to the recruitment. The MQ review period takes place during the first five business days following the postmark date of the notices. MQ reviews are conducted at the Personnel Department on the second floor. To schedule a review appointment, please call (602) 495-5703, Monday through Friday, 8:00 a.m. to 5:00 p.m. During this review you may appeal the results of the MQ screening.

Written Test

During the first review, which is the first three business days following the exam, you may review the test booklet(s) and answer key(s). Reviews take place in the Personnel Department Application Office. During this review period, you may submit an Exam Inquiry form, which is an informal method of questioning exam items. You may also file a formal, written appeal, stating the item(s) to which you are objecting and reason for the objection. Your appeal cannot be based on your personal opinion only, and must cite the authority.

The final review takes place during the first five business days following the postmark date of the final notices. During the final review period you may review your answer sheet(s) and the answer key(s), but not the test booklet(s). Only the actual grading, that is, scoring errors, can be appealed during this review.

Resume and Cover Letter, and Demonstration Exam

During the final review you may discuss your results with the Personnel Analyst assigned to the recruitment. The final review period takes place during the first five business days following the postmark date of the final notices. Final reviews are conducted at the Personnel Department on the second floor. To schedule a review appointment, please call (602) 495-5703, Monday through Friday, 8:00 a.m. to 5:00 p.m. During this review period you may appeal the results of the resume evaluation or the results of the demonstration exam.

When Does The Eligible List Expire?

The life span of City of Phoenix eligible lists varies from six months to two years, depending on the job. The date your name expires from a specific list is stated on the final notice.

Must I Test Again When The Eligible List Expires?

Not necessarily. If you have tested for a job with the City of Phoenix in the past, you may be eligible to reuse your previous passing test score without having to re-test during the next recruitment period. The recruitment must specifically state that reuses are allowed.

You may reuse your previous test score when all the following conditions are met:

  • the Application Office must be currently accepting application materials for the recruitment.

  • allowance of test/resume score reuse must be indicated on the Employment Opportunity bulletin (job announcement).

  • the applicant must have been posted to the eligible-for-hire list for the last recruitment either as a result of passing the test OR due to reusing his/her score. When a recruitment process includes a written exam and a demonstration exam, both scores will be reused.

    To request to reuse your previous test score, you must complete and submit all applicable application materials and a Request to Reuse Test Score form, and return these items to the Personnel Department Application Office by the published close date of the recruitment. Request to Reuse Test Score forms are available in the Application Office.

    Do I Get Extra Points If I Am A Veteran And/Or Disabled?

    Yes. If your status is indicated on your employment application and you pass the exam, five points will be added to your final score if you are a veteran and five points will be added to your final score if you are disabled as defined by Arizona law. This does not apply to exams associated with promotional recruitments (recruitments restricted to current City of Phoenix employees).

    What Should I Do If I Am Called For A Selection Interview?

    Be sure you know:

    Because an eligible list may be used by more than one hiring department, the Personnel Department may not know who contacted you. Therefore, it is important that you get the above information when contacted.

    If you need a reasonable accommodation in the interview, request it prior to the interview.

    Before the interview, review your application, the Employment Opportunity, and the job description. Be prepared to discuss your training and/or work experience and how it relates to the job for which you are interviewing.

    During the interview, listen carefully to the questions. Your answers should cover everything your interviewer needs to know to evaluate you fairly.

    If you are unable to attend an interview, contact the hiring department prior to the interview. Failure to do so may cause your name to be removed from the eligible list.

    What Happens If I Am Selected?

    For many City of Phoenix jobs, offers are made conditionally, pending a drug test, driver license check, medical examination, polygraph test, and/or a background investigation. If you are currently working, do not quit your job until all steps have been completed.

    The City of Phoenix complies with the Immigration Reform and Control Act of 1986. If you are offered a job and accept it, before starting work with the City, you will be required to present identification and work authorization papers. The most common way to meet this requirement is to present your Social Security Card (also required under federal tax law) and your driver license or other state-issued, photo identification card. Other papers identified in law or regulation are also acceptable. All people hired will be required to complete and sign a U.S. Department of Justice Employment Eligibility form.

    Be sure that you understand when you will start, where and to whom you should report, and whether there is anything else you should do before starting work. Also, be sure to get the telephone number of the person who contacted you in case you have any questions.

    When you are selected, your name is removed from the eligible list for that job (except when the position is part time or temporary). If your name is on other eligible lists, your name will remain on each of those lists until your name expires.

    The City of Phoenix complies with the Americans with Disabilities Act of 1990. If a reasonable accommodation is needed on the job, the prospective employee, hiring department, Personnel Department, and Equal Opportunity Department will work together to explore possible reasonable accommodations.

    What If I Am Not Interviewed Or Selected?

    Do not be discouraged if you do not get an interview or a job offer the first time you apply. Competition for City of Phoenix jobs is great. Our objective is to hire the best person for the job. If you are not successful in getting a job immediately, keep in mind that your name remains on the eligible list until it expires, and that you can be considered for other vacancies up to that time. If you are not hired before your name expires from the list, you must wait until this job opens for recruitment again and then reapply. It is a good idea to keep your final notice(s) so you will know which eligible lists you are on and when your name expires.
