Employment Discrimination Complaints
It is illegal to discriminate on the basis of race, color, sex, religion, national origin or marital status in any aspect of employment. The city investigates employment discrimination complaints against Phoenix employers of 14 or fewer employees. If you suspect you have been discriminated against in employment, call the Equal Opportunity Department's Compliance and Enforcement Division at 602-262-7486/voice or 602-534-1557/TTY. Federal and state governments investigate larger employers. Call the federal Equal Employment Opportunity Commission (602-640-5000/voice or 1-800-514-0393/TTY) or the Arizona Civil Rights Division of the Attorney General's Office (602-542-5263/voice or 602-542-5002/TTY). It also is illegal for the city or any city contractor or supplier with more than 35 employees to discriminate on the basis of sexual orientation. The city also will investigate these complaints.

Note: Persons with disabilities are protected against discrimination under the Americans with Disabilities Act and the Arizonans with Disabilities Act. This protection is afforded to all employees who work for employers with more than 15 employees. City Employment
Any City employee and/or job applicant who believe that he/she has been discriminated against in any aspect of employment or its process, may file a formal complaint of discrimination with the Equal Opportunity Department. Complaints of discrimination or harassment on the basis of race, color, religion, sex, age, disability or sexual orientation must be filed within 180 days of the alleged act(s) of discrimination. The 180 day time limit does not affect the complaint rights of those filing external complaints with federal/state agencies. An employee may also select to file an internal complaint within his/her own department. Job applicants may avail themselves of filing an internal complaint through the Personnel Department if they so choose.

Housing Discrimination Complaints
It is illegal to discriminate on the basis of race, color, sex, national origin or religion in the sale, lease, insuring or financing of housing. It also is illegal to discriminate against families with children or individuals with disabilities. The Equal Opportunity Department investigates housing discrimination complaints within the city of Phoenix. If you suspect you have been discriminated against in housing, call the Compliance and Enforcement Division at 602-262-7486/voice or 602-534-1557/TTY.

Public Accommodations Complaints
It is illegal to refuse or restrict service at any place of public accommodation on the basis of race, color, sex, religion, marital status or national origin. This includes Phoenix restaurants, hotels, theaters, parks, hospitals, nightclubs, health spas and all establishments offering services to the general public. The city will investigate complaints. Americans With Disabilities Act (ADA) Complaints
Under the Americans With Disabilities Act, individuals with disabilities must have access to all city services, programs, activities and facilities. Any person believing that such access is not available at a city of Phoenix facility or program should contact the Equal Opportunity Department Compliance and Enforcement Division at 602-262-7486/voice or 602-534-1557/TTY. Smoking Complaints
In Phoenix, it is illegal to retaliate in the form of termination or discipline against persons who complain about smoking in the workplace. The law applies to all employers regardless of size within the Phoenix city limits.
