M/W/S/DBE Program Coordination
EOD provides oversight and coordination of the citywide Minority, Woman, Small and Disadvantaged Business Enterprise (M/W/S/DBE) Participation Program, including data collection and reporting, outreach and action planning.
Community & Business Relations
The Community & Business Relations Division is responsible for the M/W/S/DBE Certification Program. The division administers the city's affirmative action program for city suppliers and contractors, and oversees the federal Disadvantaged Business Enterprise Program. Community & Business Relations provides staff assistance to the Phoenix Human Relations Commission and the Phoenix Women's Commission to address issues relating to human and civil rights, and issues facing women.
Compliance & Enforcement
The Compliance & Enforcement Division investigates complaints of discrimination in employment, housing and public accommodations. The division also serves as an advocate for fair housing, employment, public accommodations and other equal opportunity practices. Compliance & Enforcement administers the city's employment affirmative action program. The division also coordinates the city's Americans With Disabilities Act (ADA) compliance program. The division provides staff assistance to the Mayor's Commission on Disability Issues to address issues affecting people with disabilities.
M/W/SBE Contract Compliance
The M/W/SBE Contract Compliance Section monitors the use of minority, woman and small business enterprises that serve as subcontractors for prime contractors on city-funded construction contracts. The program also mediates and resolves subcontractor issues and concerns on city construction projects.
Phoenix Human Relations Commission
The Phoenix Human Relations Commission promotes respect and understanding among all groups to discourage discriminatory practices, monitors any abuses and aids in correcting such practices.The commission promotes the following programs and activities:
- The We're All On The Same Team Cultural Diversity Education Program
- The Dr. Martin Luther King Jr. Awards Program featuring the Calvin C. Goode Lifetime Achievement and Living The Dream Awards
- M/W/SBE business development efforts
Phoenix Women's Commission
The Phoenix Women's Commission provides advocacy, leadership and support on issues facing women of all ages to enhance their quality of life. This commission:
- Promotes the participation of women in civic and public affairs
- Advises the mayor and City Council on women's issues
- Increases public awareness of women's issues through community events, including the annual International Women's Day celebration and scholarship awards program
Phoenix Mayor's Commission on Disability Issues
The Mayor's Commission on Disability Issues addresses issues affecting people with disabilities for the city of Phoenix.The commission:
- Provides input on accessibility to city facilities and properties, and public transportation needs for people with disabilities
- Assists the city in complying with the Americans With Disabilities Act
- Coordinates community awareness events, including the annual Ability Counts Awards Program and the Ability Counts Job Fair
- Promotes hiring of people with disabilities and works to develop networking relationships between the disability community and local businesses
