PUBLIC HEARING -

AMEND THE SPECIFIC INFRASTRUCTURE FINANCING PLAN AND REPLACEMENT OF IMPACT FEE ORDINANCE

 

(Continued from March 3, 2010) - Request for public hearing on a proposed amendment to the Specific Infrastructure Financing Plan as it relates to Fire, Police, Library, and Drainage Impact Fees, and replacement of Chapter 29 of the City Code, the Development Impact Fee Ordinance, as amended, as required by State statutes.

 

The proposed amendments to the Specific Infrastructure Financing Plan as it relates to Fire, Police, Library and Drainage Impact Fees and Chapter 29 of the City Code, the Development Impact Fee Ordinance, would result in a number of revisions in the impact fees charged to new development.

 

 

Proposed single-family fees are reduced in each service area except Ahwatukee, where there is an increase of $706 per unit. The proposed Ahwatukee fees would be very similar to fees charged in the other Impact Fee areas.

 

 

Proposed multifamily fees decrease in the Desert View, North Gateway, and Laveen service areas, and increase by $52 per unit in Estrella, and $516 per unit in Ahwatukee.

 

 

Proposed retail, office, and industrial fee changes are more varied by service area.

 

 


 

The proposed effective date of the fee changes would be July 1, 2011, (16 months from now), at the end of the State-imposed moratorium.

 

 

Wherever possible, the geographic areas and associated facilities used in the plans have been combined in order to simplify the collection of fees and distribution of credits. However, distinct areas, and associated differentiated fees, have been retained wherever justified by infrastructure characteristics.

 

 

The facility locations, attributes, and costs associated with the infrastructure inventories used in the plan have been updated and revised, using information provided by numerous studies by City staff and external consultants.

 

 

The Equivalent Development Unit projections or projections of future demand for municipal services from anticipated future development have been updated to take into account the most recent Planned Community Development, zoning, subdivision, and General Plan information available.
