The Planning Hearing Officer recommended approval.

 

The Camelback East Valley Village Planning Committee reviewed this request on June 2, 2009, and recommended approval by a 15-0 vote.

 

Stipulations

 

1.

That development be in general conformance to the site plan dated February 24, 2000, and submitted elevations for the Phase II office building and proposed hotel. Further, that the development be in conformance with the development incentives identified in the Specific Plan and utilized by the applicant to obtain the height and development intensity requested; including the Phase I and Phase II office building floor plans dated received June 30, 2000, and the hotel floor plan dated received June 26, 2000; and as may be modified by the stipulations below.

 

 

 

2.

That the spine linkage shall provide a continuous walkway through the project and be consistent with recommendations as appropriate made by the Maricopa Association of Governments (MAG) pedestrian study. A "way finding" theme shall be established for the development to identify the pedestrian spine within the project. The theme shall be incorporated into the pavement on which the pedestrian spine is routed; into the seating and lighting bollards or other pedestrian lighting, along the spine; as well as into directional signage. The "way finding" devices/mechanisms shall in some manner inform/direct those who enter the site that they can maneuver around the site and they can travel through the site to destinations off-site. The applicant shall present the theme concept to the Camelback East Village Planning Committee Primary Core Subcommittee for review and comment prior to final site plan approval in the Site Planning Division of the Development Services Department.

 

 

 

3.

That seating areas shall be provided in the public open spaces. These seating areas may be stand alone benches, or incorporated into planters, or as approved by the Development Services Department. The seating areas shall be placed at reasonable intervals along the pedestrian spine as well as within the plaza area between the two office buildings. The seating areas shall be located predominantly where there will be shade in the mid- to late afternoon, as approved by the Development Services Department.

 

 

 

4.

That the following amenities be installed as part of the pedestrian spine route through the development:

 

 

 

 

a.

A minimum of one drinking fountain shall be provided along the pedestrian spine route through the development. The drinking fountain should be centrally located within the development, placed adjacent to a seating area, and should be shaded either by a structure or by landscaping. The applicant shall consider providing electricity to the location so that a chilled water cooler/ fountain may be installed.

 

 

 

 

b.

Trash receptacles shall be provided at a minimum of 500-foot intervals along the main portion of the pedestrian spine through the development.

 

 

 

 

c.

A public telephone for emergency use shall be provided along the pedestrian spine route through the development.

 

 

 

5.

The applicant shall file a comprehensive sign package for the entire development.

 

 

 

6.

The applicant shall, together with other developers and commercial property owners in the immediate area, contribute on a fair and equitable basis to the financing of a rubber-wheeled trolley system on the loop road.

 

 

 

7.

The applicant shall participate in the development and implementation of a traffic system management (TSM) program, including carpooling, public transit, and possible shared parking (with other core developments) to be accomplished and coordinated through the Regional Public Transit Authority. The TSM program will be promoted in the following manner:

 

 

 

 

a.

The applicant shall require the on-site property manager to function in part as a transit coordinator who will be responsible in having onsite employers, with 50 or more employees, comply with subsidizing ($10 to $15 per month) monthly and annual passes on site.

 

 

 

 

b.

The property manager shall further coordinate carpooling by means of posting and otherwise distributing printed information to the tenants of each building on the site. A minimum discount will be given for parking for carpools of two or more people.

 

 

 

 

c.

The future business and hotel operators shall actively participate in the City of Phoenix/MAG Regional Ride Sharing Program by distributing information regarding the designation of parking stalls for can/van pools.

 

 

 

 

d.

Bicycle facilities should be located in a covered and secure area.

 

 

 

8.

That the auto valet plaza area between the Phase I and Phase II office buildings shall be limited to the eight parking spaces depicted on the site plan dated February 24, 2000. Parking in excess of eight vehicles in this area shall be prohibited and shall be enforced by the management of the office buildings.

 

 

 

9.

That where the ground floor site plans and elevations show glass, the applicant shall utilize transparent glass in ground floor areas along pedestrian walkways.

 

 

 

10.

That, upon submittal of its site plan, the applicant shall designate and set aside thereon, for approval of the Development Services Department, locations for pedestrian bridge crossings for both 24th Street and Camelback Road.

 

 

 

11.

That both the north/south and the east/west pedestrian spines through the center of the project shall be enhanced, as determined by the Development Services Department, beyond the February 24, 2000, plan that is stipulated to. The aesthetically pleasing enhancements shall include, but not be limited to:

 

 

 

 

a.

Add 24-inch containerized trees every 10 to 15 feet, along the south side of the east/west spine and along both sides of the north/south spine.

 

 

 

 

b.

Add hardscape and landscape pedestrian shade elements at each corner of the intersection of the north/south and east/west pedestrian spines.

 

 

 

 

c.

Use pavers to enhance the appearance of the ground plane at the intersection of the north/south and east/west spines.

 

 

 

 

d.

Install fiberglass planters with climate appropriate, hanging vegetation along the entire length of the first three levels of the north side of the parking garage.

 

 

 

12.

That landscaping materials installed during future phases of development shall match those materials installed in prior phases in terms of size and maturity.

 

 

 

13.

That the applicant shall enhance the visual characteristics of the existing water feature at the southwest corner of 24th Street and Camelback Road, subject to the approval of the Development Services Department and the Street Transportation Department. Said enhancement shall be scheduled for review and comment by the Planning Commission during the regularly scheduled Planning Commission study session. In designing said enhancement, the applicant should consider the use of natural stone cladding, as well as additional height, scale, or landscaping, all without regard to Zoning Ordinance Design Guideline 4.7.4, a presumption which the City has previously determined is overcome at this corner.
