Tax Division

The Tax Division's mission is to facilitate voluntary compliance with the city of Phoenix Tax Code and to account for taxes while striving for the highest degree of public trust and promoting cooperation with the business community through impartial, professional, and courteous service. The mission is accomplished through Tax Administration, Tax Accounting, Tax Audit, Tax Enforcement and Licensing functions. The Division also strives to provide sales tax related assistance and education to taxpayers and other external and internal customers.

The Tax Division is responsible for the city of Phoenix transaction (sales) and use tax program and operates through city Ordinance Chapter 14 in accordance with the Model city Tax Code. Additionally, the Tax Division is responsible for the administration of the Multijurisdictional Audit Coordination (MJAC) program and Municipal Tax Hearing Office (MTHO). The city of Phoenix Tax Division coordinates the MJAC and MTHO programs on behalf of the 13 non-program (self-collecting) cities in the state of Arizona. Both programs are mandated by state statute as part of the privilege (sales) tax uniformity program.
