The Consolidated Annual Performance and Evaluation Report (CAPER) describes the activity accomplishments during the reporting period as outlined in the fiscal year 2007-2008 Annual Action Plan. The Annual Action Plan guides the allocation of resources and other investment decisions made by the City to assist lower income Phoenix residents and neighborhoods. The CAPER reveals how the resources were utilized according to the priorities established in the Consolidated Plan. It also details the performances that provided additional affordable housing and support services during the reporting period.
