Homebuyer Assistance

Description Funds are made available to nonprofit agencies and other entities who in turn provide down payment and closing cost assistance programs to low/moderate income homebuyers. Lower interest loans also are available for qualified homebuyers through a selected lender through the Phoenix Industrial Development Authority's Mortgage Revenue Bond Program.

Affordable Rental Housing Development Assistance

Description Funds are made available in the form of low-interest loans for the construction, acquisition and rehabilitation of multi-unit rental housing for low-income households. Nonprofit and for profit housing developers are eligible to apply, depending on the funding source. We have an open application process with applications accepted on any working day of every month.

Housing Rehabilitation

Description The Neighborhood Services Department has several loan and grant programs designed to help residents meet code requirements and improve the safety, comfort, appearance and value of their homes. Programs include the Emergency Home Repair Program, Hardship Assistance Program and Weatherization Assistance Program. The Rental Rehabilitation program also is offered for multi-family housing.

Housing/Shelter for Households with Special Needs

DescriptionFunds are made available to nonprofit agencies for acquisition and/or rehabilitation and limited new construction to produce supportive housing for special needs populations. Special needs populations include homeless people, victims of domestic violence, people with disabilities, youth in crisis, people living with HIV/AIDS and the elderly.
