Description For FY 2009, it is anticipated that just over $1.6 million will be available within Maricopa County to assist with transportation services for low-income, unemployed persons through the Federal Transit Administration grant program. The Job Access and Reverse Commute (JARC) Program assists states and localities in developing new or expanded transportation services that connect welfare recipients and other low-income persons to jobs and other employment-related services.
Recipient agencies' programs are selected through a competitive process administered by the city of Phoenix Public Transit Department as designated by the governor of Arizona for large urbanized areas in Maricopa County. Eligible applicants include private non-profit organizations, state or local governmental authority, and operators of public transportation services including private operators. The Federal Transit Administration is expected to award the funds by early 2010.

The New Freedom Program supports new public transportaton services and public transportation alternatives beyond those required by the Americans with Disabilities Act (ADA).
