MUNICIPAL COURT ADMINISTRATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan, direct, and supervise non-judicial functions within a division of the Phoenix Municipal Court. Incumbents are required to design and implement policies and procedures as part of a comprehensive business system to effectively and efficiently support the implementation of judicial rulings and/or orders. Responsibilities include case flow management, records management, jury management, managing budget and accounting functions, statistical analysis and projections, public relations, and personnel management, including the selection, training, evaluation and disciplining of non-judicial staff. Work requires the application of problem solving skills as well as considerable initiative and independent judgment within the framework of Court policy guidelines. Supervision is exercised over a large professional, supervisory, and clerical staff. Direct supervision is exercised over the classifications of Assistant Court Administrator and Secretary III. Municipal Court Administrators work under the general direction of the Municipal Court Executive Officer or the Presiding Judge, and performance is evaluated on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Administers, supervises, and directs all non-judicial operations and functions of the division;
- Plans, organizes, and directs the activities of professional, supervisory, and clerical employees;
- Designs and implements policies and procedures to support the implementation of judicial rulings and to improve the operational effectiveness of the Court;
- Participates in long-range planning and program development;
- Installs and monitors controls for administrative, program, and fiscal procedures;
- Analyzes and evaluates the needs of the Court in the implementation of various automated systems;
- Monitors the selection, training, development, evaluation, counseling, and disciplining of non-judicial staff within the division;
- Supervises the preparation and administration of operating and capital budgets and controls expenditures to meet budget goals and requirements;
- Identifies, recommends, and implements business system changes required as a result of new legislative enactments;
- Interacts verbally with the public and the media on potentially sensitive issues;
- Assures division compliance with Public Information Laws;
- Identifies problems and recommends procedural and administrative changes;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Plan and conduct studies designed to improve the management of a complex system of interrelated Court functions.
- Work cooperatively with the judiciary, Court staff, members of the State Bar, other local, State and federal agencies, the media and the public.
- Communicate orally with customers, co-workers, and the public in face-to-face one-to-one settings and using a telephone.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Conceptualize and provide requirement statement for automation of Court business systems.
- Comprehend and make inferences from written materials.
- Maintain effectiveness under stressful conditions.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in court administration and management or public administration and finance, including two years of responsible supervisory experience and a bachelor's degree in business/public administration, court management, criminal justice or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
