ASSISTANT COURT ADMINISTRATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist in the management and supervision of the Traffic or Criminal Division of the Municipal Court. Work involves independent research into administrative projects and problems as related to the judicial system with delegated responsibility to propose and implement new and/or improved policies and procedures. Incumbents interact with section heads in a variety of administrative matters and in the preparation of special reports. In the absence of the division head, incumbents act on matters for which authority has been delegated, including decision making to ensure operational efficiency of the division. Direct supervision is exercised over Court Supervisors. Assistant Court Administrators work under the supervision of a Municipal Court Administrator and work is evaluated on the basis of written reports and results achieved.
ESSENTIAL FUNCTIONS:
- Assists the division head in affecting improvements and in the overall administration of the operation of the division;
- Studies division-wide operational problems, conducts space utilization and resource allocation studies, and writes recommendations for improvement;
- Evaluates proposed changes of policies and procedures, reports on the merit and impact of the changes on workload, and makes recommendations;
- Modifies written work procedures affecting division-wide activities;
- Compiles data and writes periodic narrative and statistical management information reports regarding case flow, workload projections, service level trends, etc.;
- Investigates and responds to complaints and inquiries from the public, other City departments, and outside agencies as delegated by the division head, explaining relevant policies and procedures;
- Supervises first line Court supervisors within the division assigned;
- Coordinates the installation of new court systems and procedures;
- Maintains liaison with other Court staff to ensure uniformity of procedures, and to minimize duplications of effort;
- Develops standardization in procedures and processes, definitions, and collection techniques;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and techniques of effective office administration, management, and the equipment used.
- Municipal Court organization, policies, and procedures.
- Perform a broad range of supervisory responsibilities over others.
- Manage and coordinate the activities associated with several sections/functions of the Court.
- Gather pertinent facts and statistics, conduct thorough analysis, arrive at sound conclusions, and report research findings and recommendations in a clear, complete and logical form.
- Interpret rules, regulations, and policies and make decisions based upon them.
- Work cooperatively with other City employees, defendants, peers, and the public.
- Prepare written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar such as letters, memos, and reports.
- Review or check the work products of others to ensure conformance to standards.
- Comprehend and make inferences from written materials.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of progressively responsible administrative experience, including two years of supervisory experience, and a bachelor's degree in public or business administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
