PERSONNEL TRANSACTION SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform difficult and responsible administrative tasks in processing personnel transactions and to direct Personnel paraprofessionals and clerical employees engaged in various clerical or technical tasks related to the maintenance of manual and computerized personnel records. The incumbent works under the general direction of a Personnel Supervisor. Performance is evaluated on results achieved and through oral and written reports.
ESSENTIAL FUNCTIONS:
- Interprets and explains Personnel Rules, M.O.U.s, Administrative Regulations, and the Pay Ordinance to department managers, supervisors, and other employees;
- Supervises the processing of all employee evaluation forms, salary increases, leave usage, and other personnel actions in accordance with administrative regulations and computerized procedures;
- Monitors and supervises the processing of the performance achievement program, pay adjustments, year-end leave carryover, buy back and cut-off records, and related special projects;
- Acts as custodian of personnel records by assuring that files are accurately maintained and data contained within records comply with privacy laws and regulations;
- Acts as the Personnel Department liaison to the Finance Department regarding payroll processing;
- Advises departments on the contents of departmental personnel files and the provisions of privacy legislation and related requirements;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Establish and maintain cooperative working relationships with department heads, City officials, other City employees and the public.
- Communicate orally in the English language with individuals or groups in a face-to-face setting or by telephone.
- Observe, compare, or monitor data to determine compliance with prescribed operating standards.
- Comprehend and make inferences from materials written in the English language.
- Enter data or information into a computer terminal, personal computer, or other keyboard device.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of progressively responsible clerical experience, including two years of experience in a personnel office utilizing computerized records. Other combinations of education and experience that meet the minimum requirements may be substituted.
