PRINTING SERVICES SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the activities of and perform the administrative tasks associated with the Printing Services Section. This involves recommending processes to use, setting work priorities, supervising the reproduction of printed materials, and establishing and maintaining procedures to ensure the smooth flow of work throughout the Section. Supervision is exercised over Printing Services Foremen, Offset Press Operators, Desktop Publishers, Reproduction and Bindery Equipment Operators, Lithographic Photographers, a Support Services Aide, and other employees engaged in providing printing services. General supervision is received from the Assistant to the City Clerk and performance is measured by the quality and quantity of materials produced.
ESSENTIAL FUNCTIONS:
- Supervises the operation of printing, desktop publishing, camera, and reproduction equipment in the Printing Services Section of the City Clerk Department;
- Plans, organizes, and schedules staff assignments according to established schedules and procedures;
- Monitors functions of printing and desktop publishing equipment and contacts service vendors for major maintenance/repairs;
- Composes and submits monthly and periodic written reports of jobs processed;
- Reviews, evaluates, and recommends purchases of new equipment based on the potential for increasing quality and productivity;
- Analyzes, designs, and implements improvements to operations;
- Instructs staff in methods to achieve maximum accuracy, efficiency, and understanding;
- Recommends to Deputy City Clerk the most economical means of performing major equipment repairs;
- Develops and writes policies, standards, and procedures relating to equipment use;
- Advises Citywide users of available services and makes recommendations regarding optimal use;
- Estimates for Citywide users labor and material costs for proposed jobs;
- Reviews the accuracy of charges assessed to Citywide users for labor and materials;
- Performs physical inventories of paper stock and materials;
- Participates in developing the section's annual budget;
- Oversees and maintains an automated Printing Management System;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- The operation and maintenance of offset printing presses, offset plate processors, and related print shop equipment.
- Paper, ink, and other print shop-related supplies.
- Safety rules, procedures, and practices of print shop equipment.
- Desktop publishing.
- Automated printing management systems.
- Budget principles and practices.
- Principles and practices of personnel management and supervision.
Ability to:
- The operation of reproduction and related print shop equipment.
- Perform a broad range of supervisory responsibility over others.
- Observe and monitor equipment operations, employees' behavior, and data to determine compliance with prescribed operating or safety standard.
- Maintains a constant supply of standard paper stock and supplies.
- Communicate in the English language with individuals in a face-to-face one-on-one setting or by telephone.
- Comprehend and make inferences from materials written in the English language.
- Make basic arithmetic calculations for recording data.
- Work independently within established other City personnel and the public.
- Work cooperatively with other City employees and the public.
- Produce written documents in the English language reflecting clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Enter data into a computer terminal, PC, or other keyboard device.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon the work location, assignment, or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of supervisory experience in a print shop. Other combinations of education and experience that meet the minimum requirements may be substituted.
