DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to learn to perform inspection work in the enforcement of the Treasury Division's business, regulatory, and privilege tax licensing ordinances, and other skills necessary to become a License Inspector. Employees in this class study and learn through on-the-job training the licensing and taxation ordinances contained in ten chapters of the City Code, Divisional policies and procedures, and the lay-out of the City of Phoenix. Assigned duties increase in scope and difficulty as the Trainee demonstrates the ability to perform such tasks. During the Trainee Program, incumbents perform a variety of tasks with guidance and direction from a License Inspector, under the close supervision of the Tax Enforcement Supervisor. Successful completion of the License Inspector Trainee Program results in appointment to the License Inspector classification.
ESSENTIAL FUNCTIONS:
- Learns and performs with increasing independence the duties of a License Inspector;
- Conducts field inspections involving meeting with business representatives to determine City licensing compliance;
- Conducts field and office research to determine if the City's licensing requirements are being met;
- Writes and issues notices of violations based on the City Tax and Regulatory Codes;
- Informs business managers of licensing requirements and explains legal requirements, rules, regulations, procedures, and ordinances of the City;
- Documents and keeps records of inspection related activities;
- Conducts compliance follow-ups to ensure licensing requirements have been met;
- Posts legal notices for such things as liquor applications and tent posting notices as prescribed by law and department procedure;
- Plans and performs licensing efforts at special events;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Learn job-related material primarily through oral instruction and observation to effectively perform job duties. This learning takes place mainly in an on-the-job setting.
- Communicate orally in the English language with business managers, co-workers, and the public in face-to-face one-to-one settings, using a telephone, or in group settings.
- Comprehend and make inferences from material written in the English language.
- Move objects weighing less than 25 pounds long distances (more than 20 feet). (Examples: camera, hammer, posing material for legal posting, and work materials to and from vehicle.)
- Make precise arm-hand positioning movements and maintains static, continuous or repetitive arm-hand position to operate microfilm readers/printers, microfiche readers/printers, computer equipment and other office equipment.
- Follow oral and written directions.
- Enter data or information such as inspector performance data or special event vendor lists into a terminal, PC, or other keyboard device.
- Climbs ladders or steps to reach business locations.
- Travels across rough, uneven or rocky surfaces to post legal notices at construction sites.
- Work cooperatively with other City employees, taxpayers and the public.
- Work safely without presenting a direct threat to self or others.
- Plan and organize own work load within constraints (examples: field inspection work, office research and telephone follow-ups).
- Learn the street system of the City of Phoenix.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Learn to use the City's computerized information system and micro computers and associated software packages.
- Make arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction).
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience involving working, meeting, and communicating with the public. Other combinations of experience and education that meet the minimum requirements may be substituted.
