TAX ENFORCEMENT SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to ensure compliance with City business, regulatory, and privilege tax licensing ordinances by supervising and directing the inspection program. The incumbent is responsible for providing direct supervision of License Inspectors and License Inspector Trainees; reporting on subsection performance; advising on the interpretation of licensing ordinances; developing procedures, methods, systems, and controls for subsection operations; and performing the more complex inspection/investigation tasks. Work is performed with considerable independence within established policy and procedures and requires the tact and discretion in dealing with the public. Works is performed under the general supervision of the License Services Supervisor who evaluates performance on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Plans, directs, and supervises the work of employees responsible for inspecting businesses for compliance with City business, regulatory, and privilege tax licensing ordinances;
- Instructs employees in the preparation of required paperwork, administrative regulations and security procedures;
- Enforces established policies and regulations;
- Visits business locations and meets with business representatives to determine City licensing compliance;
- Conducts field and office research to determine if the City's licensing requirements are being met;
- Prepares a schedule of special events to be licensed and assigns appropriate inspector coverage;
- Informs business managers of licensing requirements and explains legal requirements, rules, regulations, procedures, and ordinances of the City;
- Resolves inquiries and complaints from taxpayers and the public;
- Directs or conducts investigations of the more complex licensing situations;
- Writes reports on section performance;
- Develops procedures for efficient and effective inspection of business establishments within the City to ensure compliance with City codes and regulations;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Work cooperatively with other City employees, taxpayers, and the public.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience in the enforcement of business, regulatory, and privilege tax licensing ordinances (two years of experience as a Tax Auditor or License Inspector), or two years of experience in processing applications for business and regulatory licenses, supplemented by college level course work in business administration, law, accounting or a related field, and one year of supervisory or lead experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
