TREASURY COLLECTIONS SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct, supervise, and review the activities of Treasury Collections Representatives involved in the collection of delinquent City accounts such as City sales tax, license fees, utility fees, court fees, court fines, victim restitution, and other delinquent accounts, from individual citizens and businesses. Work involves decision making regarding complex collection situations or problems. Incumbents of this class plan and organize the work flow of the staff involved in collection activities. Work is performed under the general direction of a supervisor or administrator. Performance is evaluated on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Supervises clerical and/or paraprofessional staff;
- Observes or monitors employees' work performance to determine compliance with prescribed operating standards;
- Interprets and makes decisions in accordance with City ordinances, laws, regulations and policies;
- Reviews the work products of collectors to ensure accurate reporting and preparation of records and accounts;
- Analyzes research findings and reports;
- Produces written documents (i.e. reports, procedures, memos) with clearly organized thoughts using proper sentence construction, punctuation, and grammar;
- Communicates orally with citizens or business owners face-to-face or by using a telephone;
- Handles inquiries and special citizen requests which are beyond the normal routine and clarifies policies, when necessary;
- Makes recommendations regarding payment agreements as well as City sales tax lien filing and debt write-off subject to dollar limitations;
- Enters and retrieves data or information from a terminal, PC or other keyboard device;
- Handles correspondence and difficult inquiries to resolve disputed balances;
- Reviews Liquor License Applications to ensure no monies are owed the City;
- Researches collection situations with staff at Arizona Department of Liquor Licenses and Control and attorneys at the City Law Department;
- Testifies at Arizona Department of Liquor Licenses and Control hearings, or judicial proceedings;
- Monitors tax reports to determine delinquencies or discrepancies;
- Gives final approval on liquor license applications and makes recommendations to the City Council;
- Recommends procedures to improve productivity in delinquent collection processing;
- Recommends measurement standards for the improvement of performance and operational effectiveness;
- Assists in preparation of section budget; participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies;
- Reduces City's exposure by ensuring adherence to proper collection procedures;
- Works closely with attorneys, various levels of management, or other City Departments on high profile or sensitive collections situations;
- Responds to Law Department inquiries relating to tax case litigation;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- General lien filing/release procedures.
- Delinquent accounts/tax collection techniques and practices.
- City code, Arizona Revised Statutes, Bankruptcy Code, Finance Department Letters, Municipal Court processes and procedures, A.R.'s, Fair Credit Reporting Act, and other regulations governing business and regulatory licensing and taxation.
- General accounting principles and practices in order to compute liability for taxes.
- Public relations techniques.
- Principles and practices of supervision, training, and performance evaluation.
- Types of businesses operating with the City and their business practices.
- Perform a broad range of supervisory responsibilities over others.
- Explain tax, licensing ordinances/codes, court processes and procedures to citizens and business officials clearly and concisely.
- Handle telephone calls with extreme sensitivity, care, and diplomacy to prevent tense and uncomfortable situations.
- Interact with business owners and citizens to collect taxes/delinquent accounts without causing hostility.
- Work cooperatively with others.
- Compute tax liability based on records and/or financial information.
- Works safely without presenting a direct threat to self or others.
- Enter data or information in a terminal, PC, or other keyboard device.
- Communicate orally in the English language with customers, clients, and the public using a telephone and in face-to-face, one-on-one settings.

Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of collection experience including one year of lead or supervisory experience. An associate degree in business or public administration or related field may substitute for supervisory experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
