LICENSE SERVICES SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to oversee and participate in a wide range of functions related to the orderly processing of liquor, bingo, off-track betting, and regulatory licenses and permits, and fee payments. Duties include overseeing the License Services Section and supervising paraprofessional and clerical staff who provide customer service and maintain the licensing/revenue/receivables system. Incumbents work with considerable independence and must exercise tact, discretion and judgement when interacting with the public, City management and staff, and the City Council. License Services Supervisors report directly to a Deputy City Clerk who provides occasional policy and procedural guidance.
ESSENTIAL FUNCTIONS:
- Oversee the License Services Section and supervises paraprofessional and clerical customer service staff;
- Assists staff in resolving new or unanticipated licensing-related problems;
- Attends City Council meetings, policy sessions, and other public meetings and hearings regarding licensing matters;
- Responds to licensing questions at public meetings and hearings from City Council members, staff, business representatives, and the public;
- Testifies at public hearings and in court regarding violations of City licensing ordinances;
- Interprets State statutes, and City Code and licensing regulations;
- Responds orally and in writing to information requests from City Council members, staff, citizens, and business representatives;
- Composes, reviews, and approves City Council Reports on matters relating to licensing ordinances;
- Reviews pending legislation to interpret the intent and determine the potential impact on City operations;
- Reviews new and existing City Code ordinances that pertain to licensing;
- Reviews and approves formal City Council meeting agenda items;
- Establishes and enforces City policies and procedures;
- Administers the City licensing civil hearing and appeal process;
- Prepares, reviews and approves management reports;
- Manages the operation of automated computer applications and systems;
- Prepares and approves operating budget projections;
- Prepares, reviews, and approves public information notices and bulletins;
- Conducts research and writes reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Manage a substantial customer service operation dealing with public policy.
- Perform a broad range of supervisory responsibilities.

- Comprehend and make inferences from materials written in the English language such as the Phoenix City Code and Arizona Revised Statutes.
- Work cooperatively with the public, City management and staff, and the City Council.
- Effectively communicate in the English language with customers, clients and the public in one-on-one settings, in group settings, or using the telephone.
- Produce documents written in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar, and spelling.
- Exercise independent judgment.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions require the performance of other essential and marginal functions, depending on work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience interpreting licensing statutes, ordinances, and regulations, and managing customer service operations and automated computer system operations, including some supervisory experience, and a bachelor's degree in business or public administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
