DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan and direct the financial and fiscal compliance, program, operational and computer audits of City programs and related agencies; to administer the City tax hearing function; and to manage the Citywide indirect cost allocation and rate program. The City Auditor is responsible for independent audit of the management of City departments, offices and programs, for analysis of financial management practices, and for surveillance of municipal fiscal contracts. Duties also include development of fees and cost allocation plans, administration of the tax hearing function, and coordination of all external audits for the City. The City Auditor regularly reports to the City Manager and the City Council the scope of audits which have been conducted, the financial conditions which have been found, and the effectiveness of management procedures and fiscal controls, and recommends appropriate changes to improve management. A broad latitude as to choice of detailed operating procedures is authorized, within the limits of accepted professional practice and of policies established by City management.
ESSENTIAL FUNCTIONS:
- Directs the planning, conduct, and reporting of financial, fiscal compliance, program, and operational audits of City programs and activities;
- Administers the City tax hearing function;
- Serves as Chairperson and member of various ad hoc committees to improve operations and control of City activities;
- Coordinates the outside audit contracts;
- Reviews fiscal and property accounting practices, recommending changes when appropriate;
- Maintains responsibility for the computer systems audit program;
- Conducts special studies for the purpose of improving fiscal management;
- Directs studies of rates and fees for services provided by City departments;
- Supervises the preparation of periodic reports of the City's financial status;
- Evaluates contractual service costs to the City as prepared by City and outside agencies;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Administer an effective audit program.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Comprehend and make inferences from written material in the English language.
Additional Requirements:
- This position require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Six years of experience in governmental accounting and auditing, including three years of supervisory experience, and a master's degree in accounting. Other combinations of experience and education which meet the minimum requirements may be substituted.
