BUYER AIDE

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to be responsible for entry level purchasing assignments in the MRO/Contract Buying Section or Auto Stores Buying Section of the Materials Management Division. Employees in this class receive training and supervision from Buyers, Senior Buyers, Buyer Supervisors, Auto Parts or Lead Auto Parts Buyers. Assigned duties increase in scope and difficulty as the incumbent demonstrates the ability to perform such tasks. This class differs from the Buyer classification by the level and scope of duties performed.
ESSENTIAL FUNCTIONS:
OPTION: Buyer Aide (Central Purchasing)
- Follows-up/expedites delivery of purchase orders;
- Processes after-the-fact requisitions;
- Assists in bid openings;
- Prepare and proofs bid tabulations;
- Telephones vendors to obtain quotations on requisitioned items;
- Assists Buyers and Buyer Supervisors in the collection of data for preparation of product specifications;
- Performs routine contract administration research and follow-up;
- Attends training classes as required;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
OPTION: Automotive Parts Expediter (Auto Stores Buying Section)
- Telephones vendors to follow-up/expedite delivery of ordered items;
- Maintains parts back-order files;
- Telephones vendors to obtain quotations on requisitioned items;
- Places orders with vendors for automotive parts;
- Responds to follow-up requests from Auto Parts Buyers and mechanic supervisors.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Principles and practices of business administration.
- Fundamental procedures involved in a purchasing operation.
- Analyze and interpret technical specifications.
- Read, comprehend, and apply knowledge of laws, ordinances, rules, regulations and procedures governing public procurement.
- Communicate orally in the English language with customers, co-workers, vendors and the public in face-to-face one-to-one settings, or using the telephone.
- Enter data into a terminal, PC, or other keyboard device (Example: to prepare purchase orders).
- Work cooperatively with other City employees and the public.
- Make arithmetical calculations (multiplication, division, percentages, addition and subtraction) with accuracy and speed manually or through the use of a calculator.
- Express ideas clearly in writing in the English language.
- Resolve inquiries and complaints from the public.
- Work within established policies and regulations.
- Serve as a liaison between City departments and vendors.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Associate's degree in materials management or related field. Auto Parts specialty option requires two years of experience as an auto parts buyer or auto parts distribution parts counterman. Other combinations of experience and education that meet the minimum requirements may be substituted.
