EMPLOYEE ASSISTANCE PROGRAM/WELLNESS COORDINATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to coordinate the Citywide services of an employee assistance program and an employee wellness program, and assist departments in conducting in-service employee health related training as requested. The incumbent of this class leads and coordinates the EAP/Wellness section within the Personnel Department. Work involves assessing the mental and physical health needs of the City employee population and examining and instituting employee assistance and wellness programs to meet those needs. The EAP/Wellness Coordinator coordinates with the Personnel Supervisor who is responsible for employee health plans. Work also includes counseling and aiding employees, counseling and training employee work groups, and providing crisis intervention in the workplace. An employee in this classification works under the general supervision of the Personnel Director or a Deputy Personnel Director and is allowed considerable initiative and judgment in accordance with established policies. Work is evaluated by review of program results, reports, and client evaluations.
ESSENTIAL FUNCTIONS:
- Develops, implements and monitors the effectiveness of wellness initiatives and programs to improve employee health and well being;
- Arranges or provides counseling and aid to City employees who have personal problems involving job, family, health, drug or alcohol use;
- Consults with all levels of City personnel on difficult employee situations and responds to critical incidents with strategies and resources to address personal and workplace problems and help ensure a safe workplace;
- Conducts counseling sessions with employees on the more complex personal problems;
- Serves as liaison between the workplace and referral resources;
- Coordinates and serves on a variety of wellness task forces;
- Maintains confidential files and records;
- Reviews the work and progress of participants and prepares written reports;
- Leads and manages the activities of the EAP/Wellness section including supervision, programming and budgeting;
- Establishes metrics to measure the effectiveness of wellness initiatives;
- Establishes relationships with and serves as a liaison to professional counselors, physicians, and organizations providing mental health and chemical dependency treatment to City employees;
- Coordinates resources for Wellness Services for City employees;
- Implements, coordinates, and evaluates employee assistance and wellness programs;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Counseling techniques and treatment standards for behavioral health issues, chemical dependency, addictions, and co-dependency.
- Modern psychology, counseling, mental health and substance abuse.
- Wellness programs, resources, and services.
- Personnel methods and techniques of modern public personnel administration.
- Work cooperatively with people at all levels with respect and the ability to respond appropriately in a variety of complex situations.
- Communicate orally in the English language with individuals in face-to-face one-on-one or groups settings, and by telephone.
- Utilize clinical counseling skills and a systems approach to problem solve complex employee situations.
- Administer the operations and activities of an EAP/Wellness section.
- Observe, compare, and monitor data and people's behavior to determine compliance with prescribed operating and safety standards.
- Comprehend and make inferences from material written in the English language.
- Move light objects weighing less than 20 pounds short distances.
- Analyze, interpret, and report research findings and recommendations.
- Implement programs to comply with Federal Drug-Free Workplace requirements.
- Produce documents written in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Provide educational presentations and training programs.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work assignment, location, or shift.
- Some positions require the use of a personal or City vehicle on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers' license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of employee assistance or counseling experience related to alcohol, drug, family and behavioral health problems, plus a master's degree in psychology, counseling, social work, or a related field. Two years of the employee assistance experience must be in a business or governmental setting. Other combinations of experience and education which meet the minimum requirements may be substituted.
