PERSONNEL TEST ANALYST

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform responsible and technical professional personnel research tasks in the Personnel Employment Services Division. Assignments include analytical work which provides data for Equal Employment Opportunity (EEO) activities and maximizes the utility of selection procedures. The Personnel Test Analyst consults and reviews the work of Personnel Analysts involved in job analysis, research of job factors and position requirements, construction of test items and completion of tests, item analysis and test validations. The incumbent of this class works under general supervision with work evaluated on the basis of results obtained. Major research studies which require advanced decisions and determination are subject to the review and approval of the Deputy Personnel Director of Employment Services Division or the Personnel Director.
ESSENTIAL FUNCTIONS:
- Advises and monitors Personnel Analysts in the development, construction, and analysis of testing instruments;
- Analyzes examination content to determine appropriateness in testing job requirements;
- Reviews statistical analysis and establishes the passing score cutoff for examinations;
- Plans and organizes research studies to achieve established objectives and time schedules;
- Conducts research on test validation and test correlation as it related to job requirements and Equal Employment Opportunity Commission guidelines;
- Trains Employment Services Division staff in test construction and test analysis;
- Develops recruitment examinations for processes that have presented particularly difficult problems;
- Interprets and evaluates statistical analyses and reports findings;
- Reviews test appeals and researches justification for acceptance or denial of appeal;
- Works with City employee groups, departments, high schools, colleges, inner city minority groups, and professional organizations to enhance the City's selection program by exchanging information and ideas on test construction, sampling, and data gathering;
- Serves as the Applicant Tracking System liaison for the Employment Services division by monitoring security, assigning passwords, troubleshooting problems, generating special reports, etc.;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Test measurement, test utility procedures, and statistical theory.
- Personnel methods and techniques of modern public personnel administration.
- Empirical research methodology.
- EEOC guidelines and court decisions related to equal employment opportunity.
- The Applicant Tracking System, and software computer programs used for research and test analysis;
- Serves as a liaison with EEOC and legal representatives involving the City's testing procedures.
- Communicate orally in the English language with individuals in face-to-face, one-on-one settings, groups settings, or by using the telephone.
- Comprehend and make inferences from material written in the English language.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Remain aware of changes in test development and testing practices by reading and attending seminars and training.
- Work cooperatively with other City employees, governmental agencies, and the public.
- Observe, compare and monitor data and people's behavior to determine compliance with prescribed operating standards.
- Enter data into a terminal, PC, or other keyboard device.
- Explain technical testing techniques in simple non-technical language.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work assignment, location, or shift.
- Some positions require the use of a personal or City vehicle on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers' license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years experience in employment test development, personnel research, and statistical work, and a bachelor's degree in psychology, personnel, public or business administration, including course work in personnel, statistics, test measurement and research methodology. Other combinations of experience and education which meet the minimum requirements may be substituted.
