ASSISTANT PERSONNEL DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide administrative direction to several divisions and sections of the Personnel Department. Duties include assisting the Personnel Director in administering the activities of the department by participating in evaluating and recommending policies, serving on the City's negotiating team and formulating general plans and procedures. In the absence of the Director, the incumbent serves as head of the department. Work is performed with considerable independence and initiative and with the widest possible latitude for the exercise of professional judgment. The Assistant Personnel Director works very closely with the Director, and work is reviewed on the basis of outcomes and objectives achieved.
ESSENTIAL FUNCTIONS:
- Assists the Director in supervising activities involved in recruitment and testing, position classification and pay administration, compensation, employee training, performance ratings, safety studies and programs, employee records administration, benefits administration, and employee counseling;
- Reviews and evaluates the effectiveness of the above program activities;
- Develops and submits new personnel policies for approval;
- Reviews and approves personnel actions;
- Directs research and other studies and develops procedural and policy recommendations;
- Develops and submits new personnel policies for approval;
- Supervises and assists in the drafting of administrative regulations and ordinances;
- Advises the Director on unusual personnel trends or problems;
- Maintains contacts with all City departments to determine changing personnel needs and problems, coordinates departmental personnel activities, and explains personnel policies, procedures, and regulations;
- Meets and confers with staff members, job applicants, and employees or their representatives to discuss personnel matters;
- Serves on the City's labor negotiation teams and participates in the City's meet and discuss process;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Techniques and objectives of public personnel administration, labor relations, and equal employment opportunity.
- Problems of merit system administration and of departmental staffing requirements.
- Governmental organization and procedures and of the types and content of a wide variety of positions common to public organizations.
- Statistical concepts and methods used in personnel processes.
- Principles of business and public administration.
- Plan, coordinate, and direct the work of employees.
- Develop and implement techniques for improving personnel processes.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar.
Work cooperatively with others. - Work safely without presenting a direct threat to self or others.
- Comprehend and make inferences from written material in the English language.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of management experience including two years directing supervisors of professional human resources staff, and a bachelor's degree in human resources, public or business administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
