DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to coordinate the policy development functions of the Mayor's Office and to ensure that the Mayor is kept fully informed on all policy matters requiring attention. The incumbent is required to exercise considerable initiative and judgment and must formulate recommended courses of action based upon research and information at hand. In some positions, supervision is exercised over a small professional and clerical staff. Performance is evaluated by a review of reports submitted, results obtained, and through frequent conferences with the Mayor and/or Chief of Staff.
The absence of high-level administrative responsibility distinguishes this class from Assistant to the Mayor (a).
ESSENTIAL FUNCTIONS:
- Briefs the Mayor and City Council and secures information as required;
- Advises the Mayor and City Council on city policies and programs;
- Prepares, edits, and reviews correspondence from the Mayor to citizens or citizen groups;
- Accompanies the Mayor to various meetings and ensures that the Mayor receives the necessary background information;
- Attends meetings of the City Manager's immediate staff;
- Provides information to the City Manager's Office on matters of significance in which the Mayor is actively involved;
- Serves as a liaison between the Mayor and various civic and social organizations, boards and commissions, task forces and City Council Subcommittees;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Principles and practices of public administration.
- Research techniques, methods and procedures.
- Laws and regulations of the City.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation and grammar.
- Comprehend and make inferences from written material in the English language.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in municipal administration including one year working directly with the public and a bachelor's degree in business or public administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
