WORKFORCE DEVELOPMENT SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the activities of staff, contractors, and volunteers responsible for the design, development, implementation, coordination, operation, and evaluation of a full range of employment and training services funded by the City under the Workforce Investment Act. The goal of the Workforce Investment System is to increase the employment, retention, and earnings of participants, and increase occupational skill attainment by participants, and as a result improve the quality of the workforce, reduce welfare dependency and enhance the productivity and competitiveness the local workforce. A continuum of services provided may include outreach, job readiness preparation, basic skills and occupational upgrade or training, job placement, retention and follow-up, as well as supportive services such as child care dependent care and transportation. Operations are conducted under guidelines established by the Department of Labor, Workforce Connection Board, and City Council. Performance is evaluated by the Division Deputy Director through written reports, meetings, and results achieved.
ESSENTIAL FUNCTIONS:
- Designs, develops, implements, coordinates, operates, and evaluates program activities designed to create job opportunities, and the training, education, and other services required to enable an individual to secure and retain employment of an acceptable level;
- Plans, organizes, and directs the activities of professional, paraprofessional, clerical, and volunteer personnel involved in workforce development activities;
- Directs the activities of professional staff involved in preparing the Job Training and Substate Area plans, Requests for Proposal, and responses to grant applications;
- Participates with the Community & Economic Development Director, Division Deputy Director, Phoenix Workforce Connection Board, and other concerned agencies in the development of policies and procedures;
- Develops revenue projections for employment and training programs;
- Develops and negotiates funding contracts with community based organizations, community college district, public non-profit agencies, and other governmental agencies;
- Prepares reports to indicate progress of programs;
- Prepares and submits funding proposals to multiple funding sources;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The provisions of the Job Training Partnership Act and allied laws, ordinances, rules, and regulations.

- Perform a broad range of supervisory responsibilities over others.
- Interpret and make decisions in accordance with ordinances, governmental regulations, and policies.
- Communicate orally in the English language with customers, clients, agencies, and the public using a telephone and in a face-to-face, one-on-one setting.
- Work cooperatively with other employees, clients, and the public.
- Observe, compare, or monitor data to determine compliance with prescribed operating standards, program regulations, or contractual requirements.
- Provide documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Plan, organize, implement, and evaluate new programs.
Additional Requirements:
- Some positions will require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in program development and management of public employment and training programs (JTPA) and a bachelor's degree in business or public administration. Other combinations of experience and education that meet the minimum requirements may be substituted.
