WORKFORCE DEVELOPMENT SPECIALIST

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to coordinate, monitor, operate, and evaluate a full range of employment and training services funded by the City under the Workforce Investment Act (WIA). Incumbents of this classification are responsible for monitoring and evaluating contracts and/or subcontractors who provide services under specific WIA titles and programs, supporting the functions of the Workforce Connection Division. Some positions supervise systems. Operations are conducted under the guidelines established by the Department of Labor, Workforce Investment Board, and City Council. Performance is evaluated by a Workforce Development supervisor or other supervisor through written reports, meetings, and results achieved.
ESSENTIAL FUNCTIONS:
- Operates, monitors, and evaluates program activities designed to create job opportunities, and the training, education, and other services required to enable individuals to secure and retain employment of an acceptable level;
- Plans, organizes, and directs the activities of professional, paraprofessional, and volunteer personnel involved in employment and training activities;
- Represents the Workforce Development programs to various private enterprise and public agencies:
- Identifies and resolves subcontractors' problems and concerns;
- Provides technical assistance and training to subcontractor staff;
- Prepares and maintains statistical data on program effectiveness;
- Reviews and evaluates Requests for Proposals for subcontractor funding;
- Provides administrative assistance to Workforce Development supervisors and/or Senior Workforce Development Specialists;
- Conducts eligibility verification on all program participants;
- Coordinates the subcontractor contracting process;
- Oversees division computer operations and eligibility determination, verification, employment competency, and participant tracking systems;
- Develops, writes, monitors, and evaluates program provider contracts;
- Prepares contract compliance reports for management review;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Vocational preparation methods, job analysis, and workforce development.
- Recruiting and placement procedures used by private and public employers.
- The provisions of the Workforce Investment Act and allied laws, ordinances, rules, and regulations.
- Principles and practices of personnel management and supervision.
- Perform a broad range of supervisory responsibilities over others.
- Interpret and make decisions in accordance with ordinances, governmental regulations, and policies.
- Communicate orally in the English language with customers, clients, agencies, and the public using a telephone and in a face-to-face, one-on-one setting.
- Work cooperatively with other employees, clients, and the public.
- Observe, compare, or monitor data to determine compliance with prescribed operating standards, program regulations, or contractual requirements.
- Prepare documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Monitor and evaluate new programs.
Additional Requirements:
- Some positions will require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
One year of federal employment programs experience with complex eligibility and monitoring requirements or involving workforce development and training, and a bachelor's degree in business or public administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
