DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to act as a management advisor, employee counselor, and client supporter in the areas of affirmative action, investigations, and community relations programming. Some positions monitor regionally the civil rights programs of the Americans with Disabilities Act (ADA), Disadvantaged Business Enterprise (DBE), Title VI of the Civil Rights Act of 1964, Environmental Justice programs, and the Equal Employment Opportunity (EEO) program under Title VII of the Civil Rights Act. Incumbents of this class work with considerable independence and report to a Lead Equal Opportunity Specialist, Management Assistant II or Deputy Director. Work is reviewed through conferences, reports, and evaluation of results achieved.
ESSENTIAL FUNCTIONS:
- Responds to regional and citywide questions to provide interpretations of civil rights and other regulations;
- Enforces and assures regional and citywide compliance with local, state, and federal civil rights laws and regulations;
- Monitors the status and progress of affirmative action goals and objectives for City departments and establishes and monitors contract goals for the department and/or subrecipient agencies within the region;
- Analyzes and prepares written reports to the Federal Transit Administration (FTA) on program and project performance using qualitative analysis and other project management techniques;
- Prepares and presents statistical, analytical, and other complex reports to citizen groups, Citizens Transit Commission (CTC), Mayor's Commission on Disability Issues (MCDI), and Phoenix City Council;
- Ensures regional ADA and Title VI complaints are logged, processed and investigated in accordance with federal standards;
- Develops a process for investigating complaints and monitoring corrective action plans for compliance;
- Conducts investigations and makes recommendations regarding discrimination complaints;
- Conducts complex quality assurance audits to ascertain compliance with civil rights laws and regulations;
- Conducts site visits and ensures contractor compliance with local and federal requirements related to the City’s Minority, Women, Small, and Disadvantaged Business Enterprise (M/W/S/DBE) programs;
- Conducts reviews to certify eligible minority, women, small, and disadvantaged businesses for participation in City and federal contracting/procurement programs administered by the City;
- Works cooperatively with other City employees, private organizations, non-profit organizations and regulatory agencies to facilitate project implementation and completion;
- Analyzes problems related to employment in City government, housing, and transit service and works with City departments, regional subrecipients and transit providers to ensure the elimination of artificial barriers to protected groups;
- Conducts training, selects speakers, and develops program content for workshops, seminars, and training sessions relating to various equal opportunity and affirmative action issues;
- Attends meetings, provides staffing for Mayor and City appointed commissions and committees.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:
- This position may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of professional experience in the investigation and evaluation of civil rights complaints, advocacy, or education, equal opportunity, affirmative action or community relations outreach activities and a bachelor's degree in political science, business administration, personnel, law, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
