HUMAN SERVICES CENTER SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the activities of City of Phoenix Human Services Centers or the Dislocated Worker Assistance Center. Work involves developing and implementing programs which assist low income individuals improve their employment, economic, education, and social conditions. Incumbents work with a variety of employment, health, welfare, educational, governmental, and private agencies and administer the delivery of services from a variety of sources to address the identified areas of concern. Work requires the application of initiative and independent judgment within the framework of established policies. Supervision is exercised over a staff of professional, paraprofessional, and clerical employees engaged in Human Services or Dislocated Worker Assistance Center programs. Incumbents coordinate staff assigned by participating agencies and work a volunteer citizen advisory committee, as well as individuals living in areas being served. Work is reviewed by the Human Services Program Coordinator, Assign: Center Operations or Employment and Training Supervisor, Assign: Adult Programs through conferences, reports, and reviews of results achieved.
ESSENTIAL FUNCTIONS:
- Plans, organizes, and directs the activities of professional, paraprofessional, clerical, field, and volunteer personnel;
- Identifies community needs and agencies which can meet the needs of clients and the larger community;
- Coordinates services provided by Center staff and affiliated agencies to ensure integrated and effective service delivery;
- Establishes and maintains working relationships with a variety of public and private agencies and promotes Center activities through them;
- Organizes and staffs an advisory board for the Center and the Community Services Committee;
- Recommends Center policies and procedures for approval by the Center Operations Coordinator;
- Interprets the process of social services programs and functions of the center to various citizens' groups and governmental bodies;
- Researches and prepares comprehensive written reports;
- Advises Center Operations Coordinator or Adult Programs Supervisor of fiscal, programmatic, and maintenance needs of the Center;
- Plans and manages the annual Center budget for programs and operations;
- Develops and updates data collection and reporting systems;
- Monitors contracts of services provided to the Center;
- Supervises case management functions and ensures compliance with regulations and contractual requirements as mandated by funding sources;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Develop and administer Human Service programs and budgets.
- Understand human relationships and economic problems of people.
- Interpret and make decisions in accordance with ordinances, governmental regulations, and policies.
- Communicate orally in the English language with customers, clients, agencies, and the public using a telephone and in group and face-to-face, one-on-one settings.
- Work effectively with representatives of other agencies, clients, employees, and the public.
- Observe and monitor employee's behavior to ensure compliance with operational standards, program regulations, contractual requirements, safety standards, and other regulations governing the activities of City of Phoenix staff.
- Comprehend and make inferences from written material.
- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Review or check the work products of others to ensure conformance to standards.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid Arizona driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending on work location or assignment.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the administration of social service programs, including two years in a supervisory position, and a master's degree in social work or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
