SENIOR WORKERS PROGRAM COORDINATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan and supervise the activities of the Older Workers Program which assists eligible clients in developing the skills necessary to compete in the job market and obtain employment. Responsibilities include reviewing service plans prepared by subordinates, assisting subordinates handle difficult cases, authorizing on-the-job training contracts, approving reimbursements, and coordinating the services provided by the program with outside social service agencies, employers, and training facilities. General supervision is received from a Deputy Human Services Director and work is reviewed through conferences, reports, and results achieved.
ESSENTIAL FUNCTIONS:
- Supervises and trains Senior Workers Program Assistant and Administrative Aides in the various activities of the Older Workers Program;
- Conducts client assessment interviews, analyzes, and assesses needs, provides employment counseling, and enrolls client in appropriate training;
- Makes referrals to other social service agencies and community resources;
- Supervises the preparation of the Employability Plan for each client;
- Conducts employability skills workshops to provide job readiness training;
- Monitors progress of clients in training and conducts follow-up on clients placed in jobs;
- Prepares monthly program status and accomplishments report;
- Provides assistance in budget planning and proposal writing;
- Evaluates program and makes recommendations for changes and improvements;
- Coordinates services with outside social service agencies, employers, and training programs;
- Provides eligibility screening;
- Provides technical assistance to Caseworkers on complex cases;
- Reviews case files and records for completeness and accuracy;
- Plans and coordinates Job Club activities;
- Interprets Department of Labor guidelines and develops policies and procedures for the work unit;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Interpret various regulations related to the Older Workers Program.

- Instruct others in a classroom setting.
- Observe or monitor people's behavior to determine compliance with prescribed operating or safety standards.
- Observe, compare, or monitor data to determine compliance with prescribed operating standards, program regulations, or contractual requirements.

- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of direct experience in social service programs including one year at a supervisory level and a master's degree in social work or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
