DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to encourage participation in citizen advisory committees, perform difficult citizen contact work, and provide staff support to the Community Development Block Grant application review process. A higher degree of difficulty of citizen contact, the complexity of projects worked on, and the requirement for a broader knowledge of programs distinguishes this class from the Community Worker II. Work is performed under the general supervision of the Management Assistant II, who gives assignments that are general in nature, allowing some latitude for independent judgment in determining work methods.
ESSENTIAL FUNCTIONS:
- Organizes, supervises, and provides leadership, guidance, and assistance to community resident organizations, citizen groups and committees to resolve complex problems;
- Serves as an advocate of community resident organizations in obtaining community services;
- Participates in planning and advising individuals and groups in the organization of target and redevelopment areas;
- Records and compiles data for special projects;
- Provides information to Citizen Advisory Committees;
- Services as a liaison between individuals and groups in the target and redevelopment areas;
- Attends Citizen Advisory Committee meetings to provide assistance and information;
- Prepares publicity for target and redevelopment areas;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Community organization techniques.
- Community programs, organizations, and agencies.
- Communicate orally with customers, clients or the public in face-to-face one-to-one settings, using the telephone, or in group settings.
- Draw or letter charts, signs, schedules, graphs, maps, or similar objects.
- Comprehend and make inferences from written materials.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Work safely without presenting a direct threat to the incumbent or others.
- Work cooperatively with other City employees, clients or the public often under difficult circumstances.
- Provide group leadership.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of progressively responsible experience in community organizing and citizen advisory committees. Other combinations of experience and education that meet the minimum requirements may be substituted.
