TRANSPORTATION SUPERVISOR
JOB CODE 07380
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise the operation of the Human Services Reserve-A-Ride program for the elderly and disabled residents of the City of Phoenix. Duties include short and long- range transit planning, developing routes, coordinating scheduling systems, developing and monitoring a fleet maintenance program, supervising van drivers, clerical and trainee staff, and securing funding sources. Work is performed under the general supervision of the Deputy Human Services Director - Senior Services.
ESSENTIAL FUNCTIONS:
- Supervises the work of van drivers, dispatchers, and part-time van drivers;
- Receives transportation requests from eligible clients, supervises the scheduling of driver assignments, and dispatches drivers and vehicles;
- Updates mileage, usage, transportation, vehicle, and other related reports and records;
- Maintains liaison with other agencies in order to avoid duplication of services;
- Analyzes client needs and makes recommendations for developing, implementing, improving, and expanding transportation services, programs, and policies;
- Prepares monthly statistical and narrative reports;
- Performs short and long-range transportation system planning;
- Formulates and write procedural changes for the Reserve-A-Ride system;
- Inspects vehicles to insure compliance with safety standards;
- Investigates and resolve public complaints;
- Operates and oversees a computerized route-scheduling system;
- Updates vehicle preventative maintenance schedule;
- Prepares and presents long and short-range operational and financial reports;
- Confers with citizen groups in service evaluation and planning;
- Prepares and administers a section budget;
- Coordinates specification development and purchasing process for new equipment;
- Enforces city and state policies, rules and regulations pertaining to the transportation program;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and practices of personnel management and supervision.
- Perform a broad range of supervisory responsibilities over others.
- Understand and follow oral and written instructions in the English language.
- Work cooperatively with City employees, clients, and the public.
- Communicate orally in the English language with customers, clients, and the public using a telephone, and in a group setting.
- Observe or monitor objects, data and people's behavior to determine the compliance with operating and safety standards.
- Comprehend and make inferences from written material.
- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
Additional Requirements:
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of administrative experience in transit system operations, which includes two years directing planning and operations activities including fleet specification development, vehicle maintenance, and supervision of drivers and a bachelor's degree in transit planning or related field. Other combinations of experience and education that meet the minimum qualifications may be substituted.
