HUMAN SERVICES PROGRAM COORDINATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to develop, implement, coordinate, and monitor human services programs. Incumbents may be assigned to coordinate a number of different smaller programs, such as PACE, Senior Companion, and Older Workers, or a large specific program, such as the homeless, center operations, Head Start, or school-based. The incumbents work closely with a wide variety of public and private agencies to ensure the service delivery network meets the basic needs of the intended population, reflects the objectives and intent of the Mayor and City Council, and meets applicable federal guidelines. Work involves applying for and administering funds through contracted service providers, monitoring contract compliance and service delivery, coordinating services with other public and private agencies, and supervising professional and clerical employees. General direction is provided by a Deputy Human Services Director, who reviews the work through conferences, reports, and results achieved.
ESSENTIAL FUNCTIONS:
- Identifies human services needs among a specific population and determines appropriate responses to those needs;
- Researches and recommends program expansion opportunities;
- Identifies potential program funding sources and prepares funding requests;
- Negotiates contractor funding, and prepares and administers those contracts;
- Analyzes and reports on potential impact of legislation and regulations;
- Researches and responds to internal and external requests for information;
- Monitors program accomplishments by evaluating contractual compliance and internal management;
- Supervises professional and clerical employees;
- Works with other public and private agencies to facilitate program implementation;
- Meets with community representatives, advocates, citizens' committees, and the media to discuss problems and develop solutions;
- Develops and recommends new or changes to existing policies and procedures;
- Prepares and monitors programs budgets;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Produce written documents with clearly organized thought in the English language using proper sentence structure, punctuation, grammar, and spelling.

Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of progressively responsible experience managing human services social service programs, including three years in a supervisory capacity, and a master's degree in public or business administration, social work, sociology, or a related field. Other combinations of experience and education that meet the minimum qualifications may be substituted.
