HOUSING REHABILITATION SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise employees engaged in the upgrading of substandard residential and commercial structures. Work involves resolving complex problems between homeowners and contractors, and monitoring contractor compliance with contractual obligations, as well as compliance with local, State and Federal requirements. The Housing Rehabilitation Supervisor oversees the bid process, reviews and approves all rehabilitation construction projects, and approves all change orders and contract amendments. Supervision is exercised over Housing Rehabilitation Specialists. The Housing Rehabilitation Supervisor works under the general supervision of a Deputy Neighborhood Services Director.
ESSENTIAL FUNCTIONS:
- Assigns and supervises the work of technical employees engaged in the upgrading of substandard residential and commercial structures, involving bid preparation and letting, and contractor compliance monitoring;
- Monitors contractor compliance and the maintenance of records for various local, State, and Federal requirements;
- Approves all change orders, contract amendments, and inspections and disbursement orders;
- Reviews and approves all construction projects, ensuring the completeness of the construction package;
- Reviews construction specifications, blue prints, structural engineering reports, heating and cooling inspection reports, termite reports, cost estimates, and proposal documents and bidding procedures for accuracy, completeness, and compliance with local, State, and Federal requirements;
- Coordinates rehabilitation impact strategies with Neighborhood Development Representatives;
- Plans, monitors, evaluates, and reports on all phases of the Rehabilitation Program;
- Provides technical support to staff involved in settling complex matters, such as disputes between homeowners and contractors;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Perform a broad range of supervisory responsibilities over others.
- Review and analyze construction plans and specifications.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Review or check the work products of others to ensure conformance to standards.
- Negotiate complex matters with contractors and homeowners.
- Work cooperatively with other City employees, contractors, homeowners, and the public, often under difficult circumstances.
- Communicate orally with customers, clients or the public in face-to-face one-to-one settings, using a telephone, or in group settings.
- Instruct others in a one-to-one setting.
- Work safely without presenting a direct threat to self or others.
- Use graphic instructions, such as blueprints, layouts or other visual aids.
- Comprehend and make inferences from written material.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in construction rehabilitation programs, two years of which are at a lead or supervisory level involving the preparation and review of cost estimates, blue print reading, and construction packaging, and some coursework in construction, engineering, architecture or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
